Socialist MP Ulsi Manja presented to the SP Parliamentary Group the position of socialist members in the Council of Mandates and Immunities, while stating that SPAK's claims are hypothetical.
Manja said that we are in conditions where it is required to replace the measure from that of banning leaving the country to that of arrest.
"MP Belinda Balluku, as proven by the report of the Special Prosecution, has respected the first measure imposed by SPAK, that of leaving the country.
"SPAK is requesting an increase in the security measure, claiming an increase in episodes, the risk of destroying evidence, fleeing or even committing a more serious criminal offense," said Manja.
Manja said that the Assembly does not have the right to judge since it is not a Court, but we separate politics from justice. According to him, just like us, Belinda Balluku considers this as a matter of justice and only justice. But Manja said that the deputy cannot be arrested without an authorization from the Assembly and we strictly adhere to the procedures.
" Today we submit the SPAK report on the authorization for the arrest of Belinda Balluku. I thank my colleagues in the Council of Mandates and Immunities for treating this matter seriously. We have discussed the relationship and claims of the parties in the Council and have reached an agreement on this report.
Today, as we discuss this report, a new reality has occurred. We are faced with a new institutional reality. MP Balluku no longer exercises functions in the Council of Ministers. Consequently, the measure of suspension from office no longer produces any real legal consequences.
Even the SPAK narrative on which the request is built, such as the “risk of evidence tampering” or escape, remains hypothetical. We have seen attempts to move this issue to a media tribunal. Therefore, it is imperative that we, as a parliamentary majority, speak clearly, separate politics from justice and noise from facts.
Honorable colleagues, SPAK's request, in fact, in the case of Balluk, differs from other requests that have come to the Albanian Parliament for authorization to detain or search a home, as it is not a request for a security measure for the first time.

Earlier, Taulant Balla, head of the Socialist Party Parliamentary Group, said that on Friday we submitted the report to the Assembly.
"On December 16, 2025, a request was filed with the Assembly by SPAK, which was passed for review by Pelesh.
"In the Mandates Council, each MP has their own right to make an assessment. We, the 5 MPs who are members of the Council: myself, Peleshi, Maja, Çuçi and Çomo, have prepared a recommendation material that will be presented as a summary by Ulsi Manja," said Balla.
