The first case is 10.3 hectares of forest-natural park in front of the sea in the village of Qeparo, which Jorgo Goro gave to the chairman of the Municipal Council of Himara, Dhimitër Kapaj, through the name of his sister Bule Kapaj.
In March 2021, Jorgo Goro asked the Ministry of Tourism-Environment, the Ministry of Agriculture and the Ministry of Economy for approval to develop as a private subject a tourist spot, of an area of 10.3 hectares in two plots, of the "Gjomolle" forest-park. in the village of Qeparo.
On June 8, 2021, the Himara Municipality received a request to develop that part of the park-forest in Qeparo; and Jorgo Goro immediately presented it as an "idea" to the Municipal Council.
On June 15, 2021, the citizen Bule Kapaj, the sister of the Chairman of the Municipal Council of Himara, Dhimitër Kapaj, creates the company "Abeille's Resort Sh.pk" and expresses interest in a camping and resort business in the forest-park of "Gjomolla" in front of the sea in the village Cut off.
In order to disguise it as an alleged award with a regular procedure, Jorgo Goro staged the study-design of the tourist project, the business plan, the environmental effects, the public consultation, etc.
In June 2022, the Municipal Council approved in principle the granting of this forest-park area, a decision which was approved by the District Council-Vlora and opened the way for leasing.
On July 18, 2022, Jorgo Goro announced the auction for the lease of this area, leaving only 4 days for its development, as if it were a matter for an emergency solution, when the law provides for no less than 2 months and no less than 3 participants in the auction.
On July 22, 2022, Jorgo Goro held the auction, only with the participation of the firm "Abeille's Resort" of Bule Kapaj, the sister of the Mayor of Himara City Council, Dhimitër Kapaj, declaring it the winner for 10.3 hectares of forest-park in Qeparo, at a price rent 9.5 ALL/m2 per year.
So, Jorgo Goro has given the public property to the chairman of the City Council of Himara, who has approved every purchase, although the law prohibits it as an open conflict of interest, and even gave it to him with a pre-prepared script and ridiculous prices, 9.5 ALL/m2 annual rent.
The business project approved by the former mayor Jorgo Goro and the Himarë municipal council, in favor of the chief councilor Dhimitër Kapaj, has as its object the construction of a camping-resort with wooden + concrete hotel buildings and entertainment facilities, while within the 10-year lease term, these 10.3 hectares of park-forest, he has the right to ask for and receive 1 Euro as a "Strategic Investor".
With the same scheme, but without an auction, Jorgo Goro has given the chief councilor of Himara, Dhimitër Kapaj, another 20 hectares of hill in the village of Fterrë-Çorraj in Borshi, through his company "Stone Cream Sh.pk", for stone production business , inert marble.
Even the procedure has become so ridiculous that on September 19, 2023, Jorgo Goro notified the residents of the area for a public consultation with the leaders of the municipality and the municipal council and the company "Stone Cream Sh.pk", when this company is owned by the mayor of Himara City Council, Dhimitër Kapaj.
