The first report to the Parliamentary Group comes at the height of the fiscal reform and the debate on moving offices to Tirana.

Prime Minister Edi Rama is expected to chair an expanded meeting of the Socialist Party Parliamentary Group today, following several meetings that followed the National Assembly meeting, where the socialist leader presented the changes in the working groups and political leaders by region.

What draws attention from today's meeting is a report by the director of the State Cadastre Agency, Lorena Goxhobelli. This is the first time that a Cadastre director, who reports directly to the Prime Minister, will report to the Parliamentary Group of a political force, in this specific case the Socialists.

Goxhobelli's reporting comes at a time when, as of February 10, 2026, a new system for building tax, administered through an online National Fiscal Cadastre, has begun to be applied in Albania. This system, based on a government decision, will unify data on owners, surfaces and taxable values ​​for about 2.5 million real estate properties, aiming for a more accurate and automatic calculation of obligations.

But at the same time, this report comes at a time when the Prime Minister has not lacked criticism regarding the way the Cadastre operates in some of the country's regions. A few months ago, the Head of Government decided to move the Vlora Cadastre to Tirana, an experiment that, depending on how the results are presented (success or failure), could determine what will happen to the Cadastre offices in other regions of the country.

One option is that, as was done with Vlora, a region where the directors of the Cadastre have resigned one after another, remaining in the position for less than 4 months, it should also be used for other regions of the country. It is not known from today's reporting whether the Prime Minister may signal such a decision or not, but it seems that the Government has prepared the ground to 'melt' the Cadastre offices in the regions, through the new online system and total digitalization, by moving them to Tirana.

"Thanks to digitalization and the use of advanced systems, a lawyer can process all legal documentation and a cartographer can perform cartographic reflections in the relevant systems, without being physically present in the territory where the property or the applicant is located," said a clarification from the Cadastre at the end of January, when the relocation of the Vlora branch to Tirana began.

It is not known what may happen to the Cadastre after today's meeting, but any decision that the Prime Minister may make public will be "sold" as a major reform that is taking place.  /Pamphlet/
