A debate was held in the Parliament between Socialist MP Erion Braçe and the Minister of Infrastructure and Energy, Enea Karakaçi, regarding the pollution of rivers in Tirana and the delays in the sewage system projects.
During his speech, Brace raised concerns about the environmental situation in the capital, warning of a worsening of the situation during the summer months, due to high temperatures, lack of rainfall and reduced river flows.
"Tirana is entering the week and months where the smell stinks," he said.
The socialist MP also referred to a letter from the UKT, according to which polluted waters continue to flow into the rivers of Tirana.
"Polluted waters, as UKT informs me through this letter, flow into the rivers of Tirana, universally acknowledged, into the Lana and the Tirana River, and probably also into the Erze," said Braçe.
He also criticized urban development in the capital, emphasizing that the current infrastructure is not keeping up with the pace of new construction.
"No new volume meters are being added to the network, no water treatment plant has been built to accompany the new constructions," declared Braçe, raising concerns about how and where the polluted waters of new areas such as Neighborhood No. 13 and Bulevardi i Ri will be discharged.
On the other hand, Minister Enea Karakaçi stated that the project to improve the sewage system constitutes a strategic investment for the environment and quality of life in Tirana, but its implementation has faced delays due to problems with contractors.
According to the minister, the project is financed through a loan agreement with the Japan Bank for International Cooperation and has a value of around 61 million euros.
He announced that the project foresees the construction of a wastewater treatment plant in Kashar, as well as the main collectors that will transport water from different areas of Tirana to the plant.
"The construction of a wastewater treatment plant in Kashar is planned, with a capacity of over 94 thousand cubic meters per day. One component is the construction of the main collector for transporting wastewater from the Palace of Arrows to the plant, with a length of about 4.2 km and a capacity of 2.27 cubic meters per second. The project also includes the construction of a new water collector from the Shkoza Bridge to the Palace of Arrows, with the aim of managing the discharges of the Lana River and improving urban pollution.
The implementation began before 2016 with a deadline of 36 months, but after some serious problems the deadline was extended by 52 months to October 6, 2018. That same year, the contract was unilaterally terminated by the contracting authority after an audit by the Ministry of Infrastructure. The Ministry has taken measures to revitalize the contract. We are currently at the stage where the consultant has completed the project review and has drafted the new technical project. The start of the competitive procedure is expected very soon,” said Karakaçi.
