The Laws Commission has approved the decree of President Begaj for the return to the Parliament of the law on citizenship.
The institution of the presidency found some irregularities in the articles of this law. The representative of the presidency, the jurist Ilir Rusmajli, stated in the commission that the law was not in harmony with the Principles of the European Convention as well as some irregularities in relation to the country's Constitution.
On the other hand, opposition deputy Ferdinand Xhaferri together with Ervin Salianji exchanged jokes with the head of the Commission, Naspi Naçon, as the latter said to leave the word to the opposition that 'they are taken away'.
Excerpts from the discussion:
Xhaferri: You are not famous for your sense of humor (Naços). I want you to grow up in the sense of the joke. Minister boll who spoke, let's let the presidency speak who has reversed the law.
Salianji: The entire administration that does not sign is afraid. The minister said that the police have taken measures. What we demand is that the police take appropriate measures to capture them alive. Whenever there is an accident there is a problem with the state police. They are getting permits for thousands of meters and making thousands more meters. If there was control, there would be other conditions. This is what we ask for.
Rusmajli: We can only comment in principle. We are satisfied that there is the will of the minister to implement our constitutional concern. And to raise the issue we have in the assembly. We consider this issue important. Where the constitution requires the will of a qualified majority, it must be in the entire body of the law, the articles and in principle and in its entirety. The fact that some articles did not have this was determined as a fair remark. The last event is that of the secretariat of the proceedings. We have given some suggestions. Which are a matter of your reasoning, internal debate. We think that there should be harmony with the principles of the European convention. There is a need for awareness. For what is constitutional, we are pleased to see here the will to accept the existing reservation.
