Dhimiter Kapaj has been elected the chairman of the Himare municipality council.
Out of 21 councilors, Dhimiter Kapaj got 13 votes while Afrovita Dhimojani got 8 votes.
The meeting, as expected, started with debates and dissatisfaction among the supporters of Fredi Beleri and other members of the council as well as the employees of the municipality.
Amidst these debates, the members of the council have started the swearing-in procedure, while it is still unclear how the swearing-in of the absent chairman, Fredi Beleri, will proceed.
According to the procedure, if Beler does not take the oath, he cannot take office.
While his supporters have written placards with a request for the release of their chosen one from the detention where he is kept.
On the other hand, the Special Court has not accepted Fredi Beler's requests to participate in the meeting of the constitution of the Council to take the oath.
Fredi Beleri was arrested two days before the May 14 elections, suspected of corruption in the elections by buying and selling votes.
