Albanian digital minister becomes subject of discussion during a high-level meeting in Russia...
Instead of becoming a symbol of innovation, "Diella", the world's first minister created with artificial intelligence, has become an object of ridicule and irony on the international stage. This time, even from Moscow.
In a public statement during a high-level meeting of the member states of the Collective Security Treaty Organization (CSTO), the speaker of the Russian State Duma, Vyacheslav Volodin, mocked Albania’s decision to appoint a digital avatar to a government post. He stated that “in one European country they have already gone so far as to give an AI a ministerial post, and it is already under investigation for abuse of power.”
This comment was met with laughter and contemptuous reactions from Russian officials, who consider the use of Artificial Intelligence in the administration a "Western excess" with no legal basis and a high security risk.

But what has further fueled this wave of international irony is a fake news story, spread by unknown portals, that claimed that Diella had been "arrested" for corruption in public procurement and that he had accepted "bribery in cryptocurrency." The news, which was then widely shared on social networks and some international media in and near the Russian zone, was exposed as satire by the original source, a site that produces humorous content.
In reality, Diella is not a natural person, has no legal status to be "arrested", and is part of a digital platform introduced by Prime Minister Edi Rama as part of the reform for transparency in public procurement.
However, the experiment with the bot-minister has generated more memes and sarcasm than admirers internationally. Western media have described it as “an innovative but controversial step,” while critics in Albania have accused the government of a technological spectacle that hides the real problems of governance.
International analysts note that the use of Artificial Intelligence in government decision-making positions is a sensitive issue that requires a legal framework, human oversight, and clear accountability. In the absence of these, the risk of manipulation or abuse becomes real, even if the “ministers” themselves are not human.
Meanwhile, Albania remains in the media spotlight as the "first experimenter" with a digital minister. But instead of benefits, it is receiving back waves of irony that give it more protagonism, but less seriousness in the eyes of the world. / Pamphlet

I zgjedh vet te gjithe bashkepuntoret e tij dhe po keta i hane kumbulluat dhe dardhat pas shpine. Kerkon zbatimin e ligjit per kryepleqte qe u mbillet droge ne fshtrat e tyre duke i arrestuar, dhe pengon zbatimin e ligjit per mamuthet hajdute dhe korruptive ne qeverine e tij. Evolucioni biologjik ka nje limit, ndersa evolucioni moral i korruptuar i Rilindasve nuk ka limit. Sa per Diellen, evolucioni i saj nuk ka limit. Ne çdo rast, rilindase apo demokrate, jam i bindur, qe Diella do korruptohet dhe do vjedh. Morali: Ne çdo rast, shoqeria shqiptare eshte gjiriz, ne çdo aspekt, ne çdo detaj. SPAK eshte kapaku i gjirizit.
Tere qeneria sunduese e botes ben eksperimente te te gjitha llojeve me vendet e varfera e pa teknologji qe te mesoje se cmasa shtypese te marre per tua marre frymen deri ne fund. Keta kokoqet tane kujtojne se do i shpetojne popullit, por gabohen.
Më vjen keq vetmm se po konsumojnë atë emër të bukur Diella . Por nuk është e pranueshme në kushtet e vendit tonë. Nuk jena nana e IA.
