While the alarm bells are ringing for the former Minister of Agriculture Frida Krifca, SP continues to cover up her abuses and scandals in the Assembly.
The request for a motion with debate requested by the opposition regarding the findings of OLAF regarding the abuses of EU funds for agriculture has been rejected by the Conference of Presidents.
The head of the DP group, Bardhi, says that urgent measures must be taken to unlock EU funds for Albanian farmers, and for this he extends his hand to his colleagues in the majority.
Bardhi said that they will not wait for SPAK's investigation to unlock the funds.
While according to the majority, the OLAF report is still confidential.
Debate in the Assembly:
Lindita Nikolla: The Conference of Speakers was convened to consider the request of the chairman of the DP group for the development of a motion with a debate regarding the findings of OLAF, the measures to be taken by the Assembly. The Conference of Chairmen did not reach an understanding on the consideration of the motion request with a debate in the plenary session.
Gazment Bardhi: Madam President, first you have an official announcement from the Anti-Fraud Office in the EU which states that it has informed the responsible authorities on the final report of the OLAF office regarding the abuse of funds in the agricultural sector. I don't know what more official you are looking for. If they have declared the Ministry of Agriculture a crime scene, of course they may not have made the report available. Any information written in the motion for debate is neither hearsay nor innuendo, but is the official report.
In this report, it is emphasized that after the investigation of the cases reported to the officials, it was observed that Albania has been abused in the amount of 33 million Euros. This inadequate fund and it is suggested to suspend the granting of the new fund, 112 million Euros, money that should have gone to the aid of Albanian farmers until measures are taken to protect the financial interests of the EU.
The opposition extended its hand to the colleagues of the majority to come together, to approve any necessary legal measures in order to unlock the 112 million Euro funds that should have benefited the farmers. Those who suffer the consequences are Albanian citizens. The interest of the farmers is that these funds are unlocked as soon as possible. There is no procedure for the Conference of Presidents to reject a request for a motion with debate. The request for a debated motion is accompanied by a resolution, just like a draft decision. It cannot be refused.
The question I have for you: Do you want to keep funds blocked for Albanian farmers? Is it 112 million Euros? Is it our interest? Where is the harm in the opposition's request for this case? Every farmer who listens to us, asks each of us what you are doing so that these funds go to help the agricultural sector. They don't have time to wait and we shouldn't waste time with stupid debates, but we should all come together for all the mechanisms to unlock the funds to help agriculture. Çuçi: We had a very clear position, we agree to hold a debate on such an important issue for the development of such an important sector, in the effort that the government is making those million euros, this debate is premature as long as Olaf's report is confidential.
There is only one paragraph that mentions all the countries of Europe, those that accede to join Europe. We should have this debate after this whole situation has been clarified.
OLAF has endlessly found violations when Krifca was in charge of AZHBR and submitted a very voluminous file to SPAK. Frida Krifca has a mountain of trouble. There is evidence, testimony and facts, as we are dealing with a very big abuse.
The EU itself has said several times that it wants the "head" of Krifca, after exerting great pressure for a deeper investigation. According to the sources, they are carefully following the investigations through their envoys in Tirana.
In March, the head of SPAK, Altin Dumani, was sent a reminder letter by OLAF, regarding the said criminal report.
Now the ball is in SPAK's goal.
