With an ultimatum from his partners, Edi Rama has been forced to terminate the scandalous visa-free travel agreement with Belarus, a dark pact between him and the Belarusian dictator, Alexander Lukashenko, who served the Russian mafia and terrorist networks.
Reports from NATO partner services, INTERPOL, and anti-mafia agencies revealed that during the period September 2020 - April 2024, a total of 273 people listed internationally as criminals, terrorists, and collaborators of Russian services entered and stayed freely in Albania for up to a year, taking advantage of the Rama-Lukashenko personal agreement.
The document, secretly signed in February 2020 and activated in August of the same year, became a transit corridor for mafias, traffickers and terrorists who used Albania as a base to expand into the Region and EU countries. Among the people who entered with false documents as businessmen, tourists and sailors, there were elements wanted by Western agencies for international crimes and links to terrorist networks.
Despite being warned several times by NATO and the US about the danger posed by opening the borders to Russia's satellite countries, Rama continued his dirty dealings with Lukashenko, seriously endangering national security and regional stability.
Only after being publicly exposed by international partners was the Albanian Prime Minister forced to make a partial suspension in May 2024, restoring visas only for Belarusian diplomats. But this was not enough for our partners. With a strong ultimatum from Washington and Brussels, on April 24, 2025, Edi Rama was forced to take another step back, completely suspending free movement with Belarus.
However, Rama still did not completely abrogate the agreement, leaving a window open for secret relations and dirty deals with Lukashenko, as evidenced by his dubious private meetings in Dubai, attended by oligarchs and shady figures close to Putin.
After this scandal, the question remains: what are the true motives of Edi Rama, who, even after the US-EU ultimatum, continues to keep the doors of bargaining with Lukashenko's mafia regime open?/ Pamphlet
