Of major importance for the country's European future is the transition from justice reform to a functional and independent justice system, where no one is above the law and organized crime and corruption are decisively fought.
The Assembly emerging from the parliamentary elections of May 11 will hold its first plenary session on September 12.
President Bajram Begaj has decreed the date of the Parliament meeting, and the session will start at 10:00.
In this session, the deputies are expected to be sworn in, officially assuming their mandates.
The first session of the Assembly is chaired by the oldest MP, which in this case is Sali Berisha, the leader of the DP. But Berisha has stated that he will not chair the session, which means that it could be chaired by Vasil Llajo, the SP MP in the Vlora district.
President Begaj, in a message to lawmakers, emphasizes that "The Assembly is a symbol of democracy, it is the space where you, honorable deputies, will dedicate yourself to the responsibility and commitments you have made, it is the space where the voices of all Albanians must be heard and respected."
"Albania is facing a historic moment on its journey towards membership in the European Union. In fulfilling this major priority, the Assembly has the honor and obligation to be the representative of the vision and aspiration of Albanians for a European Albania," the President emphasizes.
The Head of State further states that of major importance for the country's European future is the transition from justice reform to functional and independent justice, where no one is above the law and organized crime and corruption are decisively fought.
"While we are engaged in this process, Albania must continue its dignified representation in international relations in line with our strategic partners: the EU, the US, NATO.
"Albania will be committed to supporting Kosovo and Albanians in the region and everywhere, a proactive factor of peace, dialogue and positive and comprehensive development. With our bridge-building role of peace in the region, with our unique qualities of religious brotherhood, we can offer constructive expertise, innovative initiatives and an inspiring example," the Head of State said.

The first meeting of the 11th Legislature of the Assembly will be held on September 12, 2025, at 10:00 am, opening a new page in the institutional life of the Republic of Albania.

Shqipëria ndodhet përpara një momenti historik në rrugëtimin drejt anëtarësimit në Bashkimin Evropian. Në përmbushjen e këtij prioriteti madhor Kuvendi ka nderin dhe detyrimin të jetë përfaqësuesi i vizionit dhe aspiratës së shqiptarëve për një Shqipëri evropiane.
Të nderuar deputetë,
Legjislatura e re ka përgjegjësinë e vazhdimit të reformave, ndërlidhjes së funksionit ligjvënës me prioritetet dhe sfidat e vendit, përditësimit të vazhdueshëm të legjislacionit, kontrollit dhe mbikëqyrjes së qeverisjes, respektimit të normave kushtetuese, transparencës, diskutimeve konstruktive, bashkëpunimit, si dhe vendimmarrjes me urtësi në shërbim të përmirësimit të jetës së qytetarëve, interesave dhe të ardhmes së vendit.
Kjo legjislaturë bashkon deputetë me përvojë dhe të rinj të zgjedhur për herë të parë. Vazhdimësia dhe përvoja e kombinuar me mendësi, ide, energji dhe frymë të re është pjesë e natyrshme e proceseve demokratike.
Përgjegjshmëria dhe përulësia nga mazhoranca në ushtrimin e pushtetit duhet të përplotësohet nga një opozitë aktive, konstruktive dhe e përkushtuar ndaj rolit të saj thelbësor në një demokraci. Dialogu dhe respekti për dallimet janë themel i bashkëjetesës demokratike.

Procesi ligjvënës dhe cilësia e ligjeve duhet të pasqyrojnë nevojat reale të shoqërisë sonë, sfidat e zhvillimit dhe përpjekjet për drejtësi e mundësi të barabarta. Shoqëria civile, media, bota akademike, profesionistët dhe aktorë të tjerë duhen të jenë edhe më shumë të përfshirë në këtë proces. Ata janë pjesë e së njëjtës përpjekje për të ndërtuar një Shqipëri më të drejtë dhe më të zhvilluar.
Prioriteti madhor i anëtarësimit në Bashkimin Evropian dhe sfidat me të cilat përballen qytetarët dhe vendi, si ato të sigurisë, drejtësisë, demografisë, ekonomisë, zhvillimit të qëndrueshëm, arsimit, shëndetësisë, bujqësisë, ndryshimet klimatike, mbrojtja e mjedisit, teknologjisë dhe inteligjencës artificiale kërkojnë vëmendje dhe zgjidhje të qëndrueshme.
Anëtarësimi në Bashkimin Evropian është një proces transformues dhe i rëndësishëm strategjik, që kërkon reforma të thella dhe angazhim të palëkundur. Përmes punës së përditshme dhe vendimmarrjeve tuaja duhet të përmbushim çdo kriter dhe të përballemi me çdo sfidë për Shqipërinë anëtare në Bashkimin Evropian.
Me rëndësi madhore për të ardhmen evropiane të vendit është kalimi nga reforma në drejtësi, te drejtësia funksionale dhe e pavarur, ku askush nuk është mbi ligjin dhe me vendosmëri luftohet krimi i organizuar dhe korrupsioni.
Ndërsa jemi të angazhuar në këtë proces, Shqipëria duhet të vazhdojë përfaqësimin dinjitoz në marrëdhëniet ndërkombëtare në linjë me partnerët tanë strategjikë: BE, SHBA, NATO.
Shqipëria do të jetë e përkushtuar në mbështetjen e Kosovës dhe shqiptarëve në rajon dhe kudo, faktor proaktiv paqeje, dialogu e zhvillimi pozitiv e të gjithanshëm. Me rolin tonë urëndërtues të paqes në rajon, me cilësitë tona unike të vëllazërisë fetare, ne mund të ofrojmë ekspertizë konstruktive, nisma inovative dhe shembull frymëzues.
