McGonigal case, Gazmend Bardhi letter to Dumani: Rama's criminal

The head of the Democratic Party parliamentary group, Gazment Bardhi, has sent a letter to the head of SPAK, Altin Dumani, regarding the McGonigal case.

In his letter to Dumani, Bardhi says he wants to inform him of the new data made public by the US Department of Justice regarding the McGonigal affair. According to him, Edi Rama's criminal responsibility is proven and SPAK cannot remain silent for much longer.

"Edi Rama cannot be above the law and SPAK cannot remain silent for much longer!  Today I have officially addressed SPAK to inform them of the new data made public by the US Department of Justice regarding the McGonigal affair.

"The American investigation into this corruption affair is complete, Edi Rama's criminal responsibility has been proven, and SPAK should only implement the law and not protect the most corrupt Prime Minister in Europe," Bardhi writes.

The full letter sent to SPAK by Gazment Bardhi:

On February 16, 2023, the Federal Court in Washington convicted former FBI official Charles McGonigal of “serious breach of public trust” in connection with the $225,000 he received and his failure to declare contacts with Albanian officials, including Prime Minister Edi Rama. In announcing the decision, Judge Colleen Kollar-Kotelly said that the fact that McGonigal had received money from someone who had introduced him to foreign officials in Albania “is a very serious violation” and that it seems that at the end of his career, McGonigal had lost his “moral compass”. “This constitutes corruption in essence and undermines transparency and trust in the integrity of the Executive Branch of government. The defendant was sworn to investigate and prevent crimes against the United States, not to commit them,” the US justice documents expressly state.

 Following previous communications regarding criminal report no. 14, of 2023, for which criminal proceedings no. 22, dated 08.02.2023, were registered, in accordance with Article 110 of the Code of Criminal Procedure, please find below some additional information, which we have been able to obtain from public sources and which we consider to be useful for the investigation of the case.

 Specifically, on 05.09.2025, the Inspector General of the United States Department of Justice has made public a summary of the investigations related to the McGonigal case, which also reveals additional data on the suspected criminal activity of citizen Edi Rama, serving as Prime Minister of the Republic of Albania. (Exhibit 1 attached - Report of the Inspector General of the US Department of Justice).

 Also, the Chinese company CEFC Energy Company Limited, which results from the acts of American justice to have had business interests in Albania, results from the dates 26 October - 6 November 2015 to have organized and financed a private painting exhibition of the Prime Minister of Albania Edi Rama in China. The financing of this private activity of citizen Edi Rama results from being kept hidden and not declared in the Declarations of private interests for the year 2015. (Evidence 2 attached - Reporting by the company itself of this activity and photos of the participation of the Prime Minister in this activity).

Considering the above, in support of Articles 75/a, 280 and 281 of the Code of Criminal Procedure, we request from the Special Prosecution Office against Corruption and Organized Crime that this additional information, together with the relevant documentation, be made part of the investigation file, and in support of Article 110 of the Code of Criminal Procedure, that we be informed regarding the progress of criminal report no. 14, of 2023, for which criminal proceedings no. 22, dated 08.02.2023, have been registered, including the investigative actions carried out from the date of receipt of your information no. 12449/1 Prot., dated 02.10.2023 to the present, as well as the current status of the criminal proceedings.
