The Council of Interior Ministers of the European Union reached an important agreement today on the issue of immigration, specifically on the definition of so-called "safe" countries and the creation of an official list of destinations where deportations can be carried out through accelerated procedures.

This development comes as a diplomatic victory for Italy, represented at the meeting by Interior Minister Matteo Piantedosi, as the agreement enables the full functioning of the migrant center in Albania, built to accelerate deportations outside the EU.

The agreement reached includes a reduced list of seven countries that could be considered “safe countries” for the return of migrants: Bangladesh, Colombia, Egypt, India, Kosovo, Morocco and Tunisia. This list is much shorter than the one initially proposed by Italy (with 22 countries), but represents a compromise that reopens the door to return policies outside the EU’s borders.

In the past, the European Court of Justice had blocked the accelerated deportation mechanism due to the lack of clear criteria for determining the “safety” of a third country. The new agreement sets new standards for assessing safety, including guaranteeing the fundamental rights of returned migrants.

Under the new regulation, an asylum application can be declared inadmissible if the person has had the opportunity to seek protection in a safe third country – without the EU having to examine the substance of the application. This allows for swift rejections for migrants coming from these countries.

Italy sees this as the official green light for centres outside the EU, as the model introduced with Albania. Minister Piantedosi stated that the centres in Albania now have the opportunity to fully function for the purpose for which they were built: as detention centres for accelerated border procedures and as the first example of return centres outside the EU./ Pamphlet
