
The miner and resident of the village of Urdhall in Mat, Avdi Toshi, took the floor at the Democratic Party podium, directly accusing the government of systematically destroying the Zall-Gjoçaj National Park through the construction of a hydroelectric power plant. With an electric light shining above his head, as a symbol of the fight for clean energy and the life in darkness of the residents of the area, he articulated one of the harshest public denunciations of institutional corruption and environmental crimes that have been committed in this protected park.
According to his statement, public hearings were manipulated in Rrëshen, using Mirdita elders to sign on behalf of communities directly affected by the construction of the Zall-Gjoçaj HPP. In fact, these decisions have diverted the Flym River for 22 kilometers, with four kilometers inserted into a tunnel, comparing the project to the dimensions of the Llogara tunnel. All the water has been put into pipes, leaving natural springs, rivers, agricultural lands dry and killing the habitat of bees and aquatic fauna.
Toshi denounced that the protected area was stripped of its status by a decision of the Council of Ministers to pave the way for the construction of the HPP, in violation of national and international laws. He emphasized that over 80 square kilometers have been affected, and about 8 thousand residents of the area have been forced to leave their properties, who today live without water, without roads and without prospects.
He also accused the People's Advocate of deliberate silence, while demanding that SPAK arrest the perpetrators of this economic and ecological crime. Toshi announced that charges have been filed with SPAK and the Lezha prosecutor's office, but so far there is no open investigation. He also mentioned direct pressure from state structures and attempts to punish the protesters with fines and legal proceedings for "image damage".
At the end of his speech, Toshi read a petition written in folk verse, describing the pain of the area, the importance of the National Park for the identity and livelihood of the residents, and a call for unity against the deliberate destruction of the country's nature and history.
