The Minister of the Interior at that time, Gramoz Ruçi, at the time of the riots of April 2, 1991 in Shkodër, gave an internal order to the police and security forces to be prepared. According to this order, freedom is given to use weapons during protests by the police. The document was signed by Gramoz Ruci, then Minister of the Interior. Repolitix on Report Tv clarified the order.
" During yesterday in the cities of Tirana, Shkod-Shkodra and Kavaje, crowds of people gathered illegally, throwing political slogans and insulting national personalities. The police forces intervened with agitation or did not intervene at all. Such attitudes after on March 31 are very wrong. The police should intervene with the strictness of the law and whenever the exercise of force should be accompanied by the detention of the culprits they catch. There is no reason for anyone to act with the force of the stick, ask the person in charge. To act with the force of the stick there is no reason for me to question the person in charge. Hit them hard from the beginning of the gatherings. After paralyzing those from the crowd who can attack our forces with weapons, occupy the dominant speed with ready guns, our forces that fight with the crowds do not go armed " , is written in the internal order of April 4, 1991 signed by Gramoz Ruçi.
We cannot say that this was the order to shoot, but this shows the attempt to calm the situation.
