466 people will be immediately released from prison, while 869 others will receive reduced sentences. Convicted prisoners and those under investigation by SPAK are excluded from the amnesty.

The criminal amnesty was approved in the Assembly with 84 votes, achieving the qualified majority required for its passage. The session was also attended by Prime Minister Edi Rama, who arrived at the Assembly from Rome before the vote.

According to the Minister of Justice, Toni Gogu, the law will immediately benefit 466 people who will be released from prison, including 11 women and 1 minor. Meanwhile, 869 other people will benefit from reduced sentences, including 8 women and 8 minors.

The law provides for the release of men sentenced by a final decision to up to 3 years in prison, as well as women sentenced to up to 4 years in prison. Persons currently serving sentences also benefit, if men have up to 3 years of prison time left to serve and women up to 4 years.

The category of beneficiaries also includes men who have reached the age of 60, women over 50, as well as persons who were minors at the time they committed the criminal offense.

For convicts who do not receive full release, the law provides for a reduction in sentence. Men receive a reduction of 1 year in prison, while women and minors receive a reduction of 1.5 years.

The amnesty also affects a portion of cases that are still under investigation or in the trial process for lower-risk criminal offenses, for which a maximum sentence of up to 3 years in prison is provided.

However, the law places strict restrictions on the categories that do not benefit. Excluded from the amnesty are persons who have evaded justice, fugitives, and those hiding from law enforcement agencies.

Likewise, those convicted of murder, crimes against humanity, sexual crimes, terrorism, drug trafficking, organized crime, corruption, electoral crimes, and a number of other high-risk offenses do not benefit.

One of the main points of the law is that no person who is being investigated or tried by SPAK will benefit from the amnesty. Persons sentenced to life imprisonment are also excluded.

After approval in the Assembly, the law will enter into force 15 days after publication in the Official Gazette.
