SPAK has had the file on its table for months: 58 unlicensed online betting sites, well-known names and 30 million euros a year circulating in the shadows. But concrete strikes are lacking. Meanwhile, in just three weeks at the head of the State Police, Skënder Hitaj has delivered more than any other: rapid operations, field seizures and high-level arrests. Now, while the illegal betting file remains open, the question arises: will the police chief act where SPAK has hesitated?
SPAK read, but did not act
The unlicensed betting case is no secret to anyone. Investigations have identified at least 58 online sites that continue to operate openly, as well as physical entities that function as unlicensed betting points. The list includes well-known venues in the capital, while the annual income from this illegal activity is estimated to be hundreds of millions of euros; money that previously went to the state budget and is now divided among the people who protect the activity.
But so far, SPAK has given more "signals" than strikes. There have been no massive interventions on the ground to close these points, nor seizures of assets that, according to investigations, were built from millions of euros of illegal betting; towers, resorts, hotels that are openly seen in Tirana and the coast.
The arrest at the beginning of 2026 of an important person in the world of betting, linked to a violent event in Palasa, was read as a "signal". But for public opinion, this remains a case of failure. There has been no movement towards the structures that guaranteed the protection of illegal betting, nor towards the people who made the decisions to block licenses. As if in the end all parties agreed in silence.
Hitaj, I started with strong blows.
Since taking charge of the State Police on March 31, 2026, Skënder Hitaj has made only one thing clear: he will not wait. In just three weeks, he has delivered concrete results that speak for themselves.
On April 14, a coordinated operation in Tirana targeted several fraudulent call centers that had been operating for years. The operation, which was launched two years ago by German and Austrian authorities following complaints from hundreds of European citizens, was successfully completed in Albania.
Gjatë ndërhyrjes u arrestuan 7 persona dhe u shoqëruan për pyetje mbi 80 operatorë. Në total u lëshuan 9 masa sigurie, nga të cilat 7 arrest me burg dhe 2 ndalim dalje jashtë vendit. Policia sekuestroi mbi 800 mijë euro cash, si dhe pajisje të shumta elektronike; kompjuterë, servera, USB dhe sisteme kamerash. Dëmi ekonomik nga kjo skemë mashtrimi përllogaritet të kalojë 50 milionë euro.
Por ajo që e bën këtë operacion të veçantë është fakti se ai u krye në bashkëpunim me autoritetet gjermane dhe austriake, duke treguar se Policia e Shtetit tashmë është një partner i besueshëm ndërkombëtar.
Tre goditje brenda një jete kundër lojërave të fatit
Paralelisht me goditjen e call center-ave, Hitaj ka drejtuar një seri operacionesh kundër lojërave të fatit të paligjshme në disa qytete.
Më 22 prill, në operacionin e koduar “Fati i Lojërave” në Tiranë, u zbuluan 4 raste të përshtatjes së ambienteve për lojëra fati me makina elektronike dhe tavolina pokeri. U arrestuan 5 persona, 2 u shpallën në kërkim, ndërsa u sekuestruan 16 kompjuterë dhe pajisje të tjera.
Në Milot dhe Laç u konstatuan 3 ambiente të tjera të ngjashme, ku përveç lojërave të fatit u evidentuan edhe raste të shpërndarjes së lëndëve narkotike. Në këto zona u arrestuan 3 persona, u procedua një tjetër dhe një shtetas u shpall në kërkim, ndërsa u sekuestruan makina lojërash fati, tavolina pokeri dhe sasi kokaine.
Ajo që bie në sy në këto operacione është reagimi i shpejtë. Ndërhyrjet janë realizuar pas informacioneve të siguruara nga vetë drejtori Hitaj, i cili ka marrë sinjalizime përmes emailit zyrtar dhe ka orientuar më pas aksionet në terren.
Pastrimi nga brenda
Por ndoshta goditja më e rëndësishme e Hitajt ka qenë ndaj strukturave të vetë Policisë. Menjëherë pas marrjes së detyrës, ai nisi riorganizimin e strukturave drejtuese. Më 14 prill, ai largoi nga detyra shefin e Krimit Ekonomik në Drejtorinë Vendore të Policisë Tiranë dhe shefin e Policisë Rrugore. Sot, dorëheqjen dha drejtori i Policisë së Qarkut Lezhë, një lëvizje që u lexua si shenjë e qartë se askush nuk është i paprekshëm.
Dhe kur SPAK-u më 22 prill arrestoi një efektiv policie të dyshuar si anëtar i grupit kriminal të call center-ave, Hitaj nuk nguroi. Ai tregoi se lufta kundër krimit nuk njeh uniformë.
Tani, ''peshqit e mëdhenj'' të basteve ilegale

The illegal betting case is more sensitive than that of call centers. According to investigations, it is directly linked to criminal groups with ties to the government, with interests running into tens of millions of euros per year. Hitting this market means touching much higher than simple call center operators.
But Skënder Hitaj has shown that he is not afraid. In three weeks, he has done more than any of his predecessors: he has cracked down on international fraud networks, closed dozens of gambling establishments, cleaned up management structures and allowed the arrest of his own agents.
Now he has a historic opportunity: to show that the Police can do more than SPAK, and that cracking down on organized crime does not require years of investigations, but will and autonomy of action.
