This model does not exist in any other country, where the procurement of public information technology services is carried out through competition.
Prime Minister Edi Rama, on the podcast "Flasim", spoke again about the creation of the new state-owned company "Albanian Digital Solutions".
He spoke about the transition to a new phase of e-government, following the digitalization of over 1,200 public services offered through the e-Albania platform.
"With the creation of Albanian Digital Solutions, we are entering a new stage of the digital transformation of the state," said Rama.
The new public company, according to him, aims to serve as a center of excellence for Albanian talents in technology and support innovation in public services and administration.
He also mentioned the increased interest in innovation programs, where in the last cycle of "Startup Albania" alone, over 1,100 applications were registered.
"Innovation programs show that Albania has entered the innovation map, but we need to go further in both the public and private sectors," he underlined.
Rama also focused on the reorganization of the National Agency for Information and Communication Technologies (ANASHI), explaining the new division of functions in the administration of digital systems.
"AKSHI will have a leadership and quality monitoring role, while Albanian Digital Solutions will be the structure that develops technological solutions and guarantees the maintenance of systems," the Prime Minister emphasized.
ADS will have a monopoly on the country's electronic systems, including their construction and maintenance, a process that has so far been contracted out to private parties through AKSHI.
All state institutions that need to build new digital systems, maintain or improve existing ones are obliged to turn to the Albanian Digital Solution company. The latter will have a staff of 350 people and will do what private companies have done so far.
