Niko Peleshi, Speaker of the Assembly, delivered a speech during the meeting of the Socialist Party Parliamentary Group, focusing on the parliamentary agenda during the new parliamentary session that begins on January 19.
Peleshi said that the Assembly must approve the amendment of at least 10 draft laws related to Albania's integration into the EU.
Regarding the parliamentary agenda, Peleshi said that the focus will be on changes to the Criminal Code, laws regulating the functioning of the justice system, the status of judges and prosecutors, conflict of interest, audiovisual media, protection from discrimination, lobbying, as well as the adaptation of the law on investigative commissions according to the decisions of the Constitutional Court.
The parliamentary agenda also includes a new law on the organization and functioning of the Assembly, as well as the work of two special committees on electoral and territorial reform.
" Draft laws related to integration will be the focus of this session. We will consider amendments to the Criminal Code to meet EU milestones, protect the territory, expand media freedom and protect journalists, amendments to the law on the bodies of justice governance will be adopted, and increase the effectiveness, transparency and integrity of the system, the law on the status of judges and prosecutors will be improved to guarantee independence, impartiality and accountability.
The law on conflict of interest will be adopted with internal and external control instruments, the law on investigative committees will be adapted according to the decisions of the Constitutional Court, the law on audiovisual media, transparency of ownership and the right to information will be amended, the law on protection from discrimination, strengthening the role of the commissioner and approximation with the EU will be amended, the law on lobbying will be adopted, we have two special committees, one on electoral and territorial reform, we hope that the work will progress with the opposition but these are major objectives that should not be stalled. During this session we will aim to adopt the draft law on the organization of the assembly, a new law, we have had a principled discussion, it will include all members of parliament, but we expect a contribution from everyone so that we have an organic law for the functioning of the assembly.
Transparency will be our goal. We have some interesting projects with a quick impact, such as the Media Room budgeted in this year's budget, we will build a special communication unit and archive parliamentary work indexed and processed with artificial intelligence according to the models of EU parliaments. With the help of technology and artificial intelligence. It will be possible for both MPs and the public to have their own area where they can receive all the information in real time , "said Peleshi
Peleshi emphasized that these laws are considered major objectives for the Assembly and that the aim is to Presenting the parliamentary challenges for Albania in 2030, the Speaker of the Assembly, Niko Peleshi, stated that the Albanian Parliament aims to serve as a model for ethical standards and parliamentary culture at the level of European Union countries.
" We are a model for raising ethical standards and parliamentary culture at the level of the club we want to join. Europe was the focus of the last session. Over the past year, Albania has set a record with the fastest pace of advancement towards the EU, both in terms of opening negotiations and fulfilling technical and institutional obligations. The opening of negotiations ended on November 17. Now the objective remains to close them by 2027, an objective that is easy to say but difficult to achieve, very ambitious and I don't know with which other country we can compare this expected pace. What makes us feel optimistic is that it is not a date set by us, it is not an electoral promise, but a date agreed upon with the EU institutions ," said Peleshi.
