The OSCE makes it clear that all political actors must be engaged in this reform.

The OSCE/ODIHR presence has sent a clear message to Prime Minister Edi Rama that the electoral reform must be comprehensive.

Yesterday, the prime minister warned that he can pass the Electoral Code alone, as he stated that he has no intention of waiting for the opposition in the bipartisan electoral reform commission.

After the government meeting in Lezha, Rama gave a clear signal that he will seek to secure 84 votes for the passage of the law, without thinking too much about conseusisn.

But today the OSCE has reacted. Although it does not mention Rama, the OSCE makes it clear that all political actors must be engaged in this reform.

" We are happy to see that electoral reform is at the center of the political debate. @OSCEinAlbania stands ready to help implement OSCE/ODIHR recommendations and enable voting from abroad.

We look forward to engaging immediately with all actors to achieve common goals and to increase the integrity of the electoral process, in time for the next elections ", this reaction states.

The parliament has been in chaos for several months and yesterday Rama warned that he could throw the opposition out of the game, trying to pass essential reforms alone, with the help of "bought" votes. But the key body of this reform, the OSCE, has sent a clear message. 

" We have seen how in a hall with 1,600 chairs, they numbered over 5,000 people, significant arithmetical martyrdom. We cannot count 84 people in the 70 or so seats we have in the parliament, for 84 votes we need 84 seats, so of course in order to reach the magic number, you have to find ways of interaction. Which means, I gave the example of the Italian or Greek Parliament, which often make electoral reforms, do not have bipartisan commissions...

Of course, it would be good to do it with a commission, but the problem is that the bipartisan commission is made with two parties of partisans, here we have a pair of partisans and ballistas, that now may have become 3 ballistas. If by the end of the process, there will be will, bujrum. If not we change the site and continue the new site without commission, there are other ways. Neither do others in Europe ", said Rama.
