Anti-corruption spokeswoman in the Democratic Party, Genta Vangjeli, has listed all the violations of the government during 2013.
She writes that the black economy is controlled by the hands of Rama, who puts it at the service of himself and the associates of the oligarchs.
She also points out that the prices have increased, creating a big difference with the region and a marked disproportionality with the income of the citizens.
"This is a reflection of the black and controlled economy, fallen into the hands of 2-3 governors who put the nation at the service of themselves in cooperation with a handful of oligarchs, with no space for ordinary Albanians who pay taxes," said Vangjeli.

On behalf of the Anticorruption Department of the Democratic Party, I am presenting this overview of some of the government's violations throughout 2023, with which we have been intensively engaged.
First, Public Procurement:
Throughout the year 2023, clients or family members of the governors, whom we have denounced on a case-by-case basis, were announced as repeated winners for various procurements.
- The highest bids were selected as winners by spending millions of lek more than the bids with the lowest price.
- Other participating operators were disqualified for the purpose of announcing predetermined winners and concluding customer contracts contrary to legal provisions.
- The evaluation of offers has not increased the efficiency and effectiveness of the procedures. Contracting authorities fail to ensure good use of public funds and reduction of expenses, do not encourage the participation of economic operators, nor competition between them, creating conditions for inefficient use of public funds.
-Reconstruction:
From January 4, 2023 to December 27, 2023, 126 limited procedures related to the reconstruction process have been announced, which include design, construction, supervision and approval of construction works, developed by the municipalities of Mirdita, Kurbin, Krujë, Tirana, Shijak, Kavaja as well as ADF and DPPSH.
The earthquake, this natural disaster, occurred in 2019 and still after 4 years, limited procedures are being developed within the reconstruction process for designs, constructions, etc., causing the "time factor" to be lost, which is the basis for using this limited, accelerated procedure with many facilities and not very transparent used for the conclusion of contracts which are dictated by the essential interests of the state.
Concessions:
Janë 225 kontrata koncesionare me vlerë 23.6 miliardë euro ose 30.6% e prodhimit të brendshëm bruto. Në listën e projekteve koncesionare dhe PPP për vitin 2024, publikuar nga MF, parashikohet vijimi i pagesave për koncesionarët e vendosur nën sekuestro preventive, sirasti i kontratës me objekt “Ndërtimin e landfillit/inceneratorit dhe rehabilitimin e vend depozitimeve ekzistuese Tiranë dhe prodhimin e energjisë elektrike”, vlera 178.3 milion euro, ndërkohë që inceneratori nuk ekziston.
Inkurajojmë organet e zbatimit të ligjit në vend të mos ndalin hetimet duke gjetur fajtorë e dënuar nëpunës zyrtarë të cilët nuk kanë asnjë peshë as akses në vendimmarrje, por të hetohen shkelësit e vërtetë, qeveritarët e korruptuar pa firmat e të cilëve nuk bëhet asgjë, dhe jo sulm mbi bizneset.
Investimet strategjike:
55 të miratuara gjithsej me përfitues të statusit investitor strategjik, ndër ta emra të krimit dhe familjarë të ministrave.
Taksat & Tatimet:
Prej 1 janarit 2024, hyri në fuqi tatimi progresiv në fashën e 15% deri në 23% për bizneset e profesioneve të lira duke sjellë si pasojë rrezikun e informalitetit, dhe duke mos krijuar një sistem të drejtë e të barabartë për tatimpaguesit, pavarësisht statusit të tyre të regjistrimit.
Shërbimi i borxhit:
Ndërsa në vitin 2014 ishte 17.3 miliardë lek, në vitin 2023 deri më 19 dhjetor u rrit në 23.3 miliardë lek.
Prodhimi vendas:
U raportuan 71 raste të parregullsive dhe mashtrimeve të dyshuara në programet IPA dhe IPARD. Fondet e vëna në dispozicion nga BE për fermerët u vodhën nga qeveria Rama. Fermerët luftojnë për mbijetesë sepse tregu zotërohet nga prodhime importi.
Prona private:
Shqiptarët ndodhen në kushtet e pasigurisë së plotë juridike edhe kur rezultojnë pronarë legjitim të pronës. Dokumenti i dëshmisë së pronësisë nuk mbron më pronën tënde, ajo mund të vidhet apo sekuestrohet nga vetë shteti, të cilit ti i paguan edhe taksat për pronën tënde.
Pensionistët:
Sikur të mos ndihmoheshin prej familjarëve nuk kanë asnjë shpresë tjetër për siguruar të ardhurat minimaliste për shpenzimet e ilaҫeve, dritave, ujit dhe ushqimin modest. Pas gjithë jetës së tyre përkthyer në vite pune, sipas qeverisë që na drejton, ata nuk meritojnë as 200 dollarë pension mujor.
Ҫmimet e ushqimeve bazë:
Janë rritur duke krijuar diferencë të madhe me rajonin dhe disproporcinalitet të theksuar me të ardhurat e qytetarëve
Ekonomia shqiptare
-Informale (dëshmuar nga kursi i këmbimit të valutës).
-Është zhdukur shtresa e mesme dhe paratë janë përqendruar në një grusht njerëzish të lidhur me politikën dhe politikanët duke kthyer politikanët në biznesmenë.
-Familjet shqiptare janë dënuar për t`u ndarë për shkak zgjedhjes së mbijetesës duke qëndruar në Shqipëri apo të jetesës dinjitoze në një vend tjetër.
Kjo është një pasqyrë e ekonomisë së zezë dhe të kontrolluar, rënë në duart e 2-3 qeveritarëve të cilët vendosin kombin në shërbim të vetes në bashkëpunim me një grusht oligarkësh, pa hapësirë për shqiptarët e thjeshtë që paguajnë taksa.
