On paper, the appearance that is expected to no longer occur in the new parliamentary session that starts on January 19, as the Speaker of the Assembly has prepared an action plan for the institution he leads, taking into account the recommendations of the EC. In this document that A2CNN has, the Speaker of Parliament aims to increase political dialogue. To help his plan, Niko Peleshi has scheduled periodic meetings with parliamentary groups.
The behavior of MPs has been a major concern for the ruling majority, so Peleshi believes it is time to change the Code of Conduct related to MP meetings or lobbying. He also believes that MPs need periodic "lectures" to familiarize themselves with the rules of conduct.
But the behavior of the deputies will not be left only with advice. In this new session, just like in the old year, there will be no shortage of disciplinary measures against "rebels" who break the rules. Due to the exemptions, 6 Democratic deputies will not be able to be in Monday's session, after they were sentenced in December to 30 working days. Effectively, Niko Peleshi is determined that this time the institution he leads will not be just a government notary, even though it is precisely for this reason that the DP demanded his dismissal from office, with the argument that he only responds to the orders of Prime Minister Rama.
Despite this democratic outlook, with his action plan Peleshi asks the Assembly to increase control over the government, through interpellations, questions and debate motions. A platform that from September to December, under his leadership, did not work.
As a condition of Brussels, Peleshi writes that the Assembly will be transparent, while an inter-institutional online platform is expected to be built. In addition to political problems, in this session the Assembly also aims to approve several laws, from amendments to the Electoral Code, the Criminal Code, the law on the media, the new law on the conflict of interest of public officials, or the laws on justice reform.
Meanwhile, Rama is also gathering the SP Parliamentary Group this Friday.
The proceedings will begin with speeches by Prime Minister Edi Rama, Parliament Speaker Niko Peleshi, and the head of the Socialist Party Parliamentary Group Taulant Balla. Each of the committee chairs will deliver their speech, while the meeting comes 3 days before the start of the plenary session.
