The Socialists and Democrats had reached a preliminary agreement on territorial reform, but everything seemed to be suspended when the opposition refused to participate in the Commission after the election of the People's Advocate.

A2 CNN was able to uncover negotiations between the Socialists and Democrats on how the map of local government in the country will change, dividing it into two levels of functioning.

The administrative-territorial reform extended not only to the redesign of the local government map but also to the change of competencies. Although the Socialist Party has always supported the idea of ​​reducing the number of municipalities in the country, the parties had reached an agreement to increase their number, from the current 61 to over 90, but with more truncated competencies.

According to this preliminary agreement, the Socialists had accepted the increase in the number of municipalities on the condition that they would have more reduced powers focused only on city administration issues, while major powers would be transferred to the regions, which could change their names, with the option of being called supermunicipalities.

According to the proposal, the regions will be led by locally elected officials who will have authority not only over the finances of the territory they will administer, but also over development policies and strategies. The Mayor and the Regional Council will have to be directly elected by the citizens by vote.

But this preliminary agreement has now frozen after the Democrats withdrew from the special parliamentary committees, both on territorial reform and electoral reform, setting the condition as non-negotiable. / A2CNN
