The Special Prosecution Office against Corruption and Organized Crime has intensified investigations against high-level officials. The 2025 report states that SPAK has placed 16 high-level officials under investigation.
The prosecution reports that the total number of personalities being investigated, including files carried over from previous years, is 30.
" As noted in the introductory part of this report, compared to 2024, there is a 17.7% increase in the number of cases/investigations registered for criminal offenses related to corruption. This indicator for 2025 is the highest compared to previous years. Regarding criminal offenses related to high-level officials, during 2025, 6 new proceedings were registered in SPAK with 16 persons under investigation. For 2025, a total of (carried over + registered) 27 criminal proceedings with 30 persons under investigation/defendants, officials and former high-level officials (from 33 in the previous year). Out of 30 former high-level officials, 18 of them were sent to court with a request for trial in 2025 (while there were 19 in 2024) ," the report states.
SPAK has admitted that the greatest help in investigations is phones and wiretapping. SPAK has created a sophisticated laboratory for "dismantling" cell phones.
" During the period 2022-2025, the Expertise Sector at SPAK has recorded a steady increase of around 31% in expertise acts, reflecting the expansion of the technical capacities of the BKH laboratories, as well as the increase in demands for in-depth digital analysis. Mobile phones consistently account for around 70-75% of total evidence, highlighting the importance of analyzing metadata, online communications and encrypted applications, while analyses on computer devices have increased by 62%, reflecting the addition of financial and electronic documents to investigations ," the report states.
It is further reported that the National Bureau of Investigation has managed to gain access to 22 state databases, as well as several foreign databases.
“ In structural terms, BKH has established the Preventive Interception Section, while the other two risk assessment and international cooperation units are in the process of being evaluated by SPAK. BKH investigators have increased access to 22 national and 3 foreign databases, in negotiations to add 14 other institutions and one foreign agency (EMPACT). BKH has also continued participation in the EMPACT platform and has provided ongoing training for its investigators ,” SPAK emphasizes.
According to SPAK, these developments are also related to the fulfillment of European Union recommendations and aim to strengthen investigations into corruption at high levels of the state, as well as increase effectiveness in the fight against organized crime. / Pamphlet
