The Democratic Party Parliamentary Group has filed a request for exclusion from committees and plenary sessions for 60 days against the chairman of the Socialist Party Parliamentary Group, Taulant Balla.
According to the opposition, the request comes after an incident that occurred during the plenary session of the Albanian Parliament, held on March 5, where Balla is accused of using offensive, sexist and discriminatory language towards Democratic MP Albana Vokshi.
During his speech in the Assembly hall, Balla addressed the opposition MP with the phrase "we have the number 0900 for you" , a comment that, according to the Democratic Party, seriously violates her dignity and the standards of parliamentary communication.
The statement caused an immediate reaction from opposition MPs. The Chairman of the DP Parliamentary Group, Gazment Bardhi, responded to Balla by saying that he is used to "whores in his party", which further increased tensions in the Assembly hall.
The Democratic Party requests that disciplinary measures be taken against Balla as provided for in the Assembly's regulations, by excluding him from parliamentary activities for 60 days, while the request is expected to be reviewed by the relevant bodies of the Assembly.
"The Chairman of the Parliamentary Group of the Socialist Party, MP Taulant Balla has used insulting, offensive, sexist, discriminatory and completely unacceptable language towards the MP of the Parliamentary Group of the Democratic Party, Ms. Albana Vokshi, seriously violating her dignity as an MP, as a woman and a mother. The language used by MP Balla incites hatred and discrimination on gender grounds, seriously damaging the reputation of the Parliament and the MPs among citizens, and spreads the message of normalizing such language towards girls and women. In this sense, this request does not only aim to punish MP Balla for his insults towards MP Vokshi, but also to convey to society the message that for the Parliament of Albania and its MPs, any form of discrimination, sexual harassment, spreading hatred on gender grounds is unacceptable and condemnable," the letter from the DP Group states.

Në datën 05.03.2026, ora 10:00 është zhvilluar seanca plenare e Kuvendit të Shqipërisë. Gjatë fjalës së tij, kryetari i Grupit Parlamentar të Partisë Socialiste, deputeti Taulant Balla është shprehur: “Thamë t’ju pyesim ju njëherë, po s’kishim kohë. Realisht, realisht, realisht, realisht nuk kishim një numër telefonin tuajin që t’ju merrnim në telefon dhe t’ju thonim ore si mendoni ju për këtë. Po, 0900 se për ty kam këtë numrin, për ty Albana padyshim. Dhe pa pyetur për strukturat vendore, pa pyetur edhe për këtë padyshim. Edhe se kishim këtë mundësi. Se kishim këtë mundësi.”. Kjo gjuhë fyese, ofenduese, seksiste dhe diskriminuese ka sjellë reagimin e menjëhershëm të Grupit Parlamentar të Partisë Demokratike dhe, në kushtet e marrjes së masave nga kryetari i Kuvendit, edhe ndërprerjen e seancës plenare.
Neni 62 i Rregullores ka përcaktuar se: “1. Deputeti gjatë ushtrimit të mandatit respekton rregullat bazë për standardet e sjelljes, të parashikuara në këtë Rregullore dhe në Kodin e Sjelljes së Deputetit. 2. Rregullat e përcaktuara në këtë kre dhe masat disiplinore zbatohen për shkeljen e Rregullores dhe të Kodit të Sjelljes së Deputetëve.”. Ndërsa, neni 63 i Rregullores ka parashikuar masat disiplinore që zbatohen ndaj deputetit, ndër të cilat, edhe “d) përjashtim nga pjesëmarrja në komisione dhe/ose në seancë plenare deri në 10 ditë, 30 ditë ose 60 ditë.”.
Më tej, neni 65/1 i Rregullores ka detajuar rastet kur jepet masa disiplinore “Përjashtim nga pjesëmarrja në komisione dhe/ose në seancë plenare deri në 10 ditë, 30 ditë ose 60 ditë”, ku, ndër të tjera, janë parashikuar edhe rastet kur: i) deputeti fyen deputetët e tjerë; dhe ii) në rastet e ngacmimit seksual të çfarëdoforme, sipas parashikimeve të nenit 10 të Kodit të Sjelljes së Deputetit. Kërkesa për marrjen e një mase të tillë paraqitet me shkrim nga jo më pak se 7 deputetë dhe jo më vonë se 24 orë nga dita e seancës plenare. Neni 65/2 e Rregullores parashikon procedurën që ndiqet nga Sekretariati për Procedurat, Votimet dhe Etikën për shqyrtimin e kërkesës për marrjen e masës disiplinore.
Rregullorja e Kuvendit ka referuar në mënyrë të përsëritur tek Kodi i Sjelljes së Deputetit, miratuar me vendimin nr. 61/2018 të Kuvendit të Shqipërisë, i cili në nenin 3 ka parashikuar se: “Deputeti, gjatë ushtrimit të mandatit, duhet: ë) të jetë model për zgjedhësit dhe të sillet në mënyrë që të nxisë zbatimin e standardeve më të larta të sjelljes edhe për të rinjtë që përfshihen në politikë;”. Ndërsa, neni 5 i Kodit parashikon: “1. Deputeti, gjatë ushtrimit të mandatit, shfaq standardet më të larta të sjelljes së qytetëruar, dinjitoze dhe të etikës parlamentare korrekte.”.
Further, Article 6 of the Code provides: “1. The use of obscene, offensive or threatening language, personal insults and physical attacks in the Assembly are strictly prohibited. 2. A Member of Parliament is prohibited from: a) using language that incites hatred on the basis of race, gender, age, national origin, ethnicity, religious belief, social background, disability, economic, educational, social or health status, civil, family or marital status, sexual orientation, gender identity, parental responsibility, genetic predisposition, belonging to a particular group or for any other reason; b) displaying forms of discrimination and stereotyping in everyday communication, in political speeches, in parliamentary or extra-parliamentary activities in which he/she participates. 3. In case of violations provided for in points 1 and 2 of this Article, disciplinary measures shall be applied to the Member of Parliament, according to the procedures set out in the Rules of Procedure. of the Assembly."
Regarding cases of sexual harassment of any form, Article 10 of the Code of Conduct of the Deputy has sanctioned: “1. The Deputy is prohibited from any behavior of a sexual nature that affects the dignity of anyone and that is considered unwanted, unacceptable, inappropriate and offensive to another person, as well as creates a disturbing, unstable, hostile and intimidating work environment. For the purpose of this article, the behavior of the Deputy includes and is not limited to physical actions, words, gestures or any type of virtual communication.”.
Turning to the specific case, it results that the Chairman of the Parliamentary Group of the Socialist Party, MP Taulant Balla, has used insulting, offensive, sexist, discriminatory and completely unacceptable language towards the MP of the Parliamentary Group of the Democratic Party, Ms. Albana Vokshi, seriously violating her dignity as a MP, as a woman and a mother. The language used by MP Balla incites hatred and discrimination on gender grounds, seriously damaging the reputation of the Parliament and the MPs among citizens, and spreads the message of normalizing such language towards girls and women. In this sense, this request does not only aim to punish MP Balla for his insults towards MP Vokshi, but also to convey to society the message that for the Parliament of Albania and its MPs any form of discrimination, sexual harassment, spreading hatred on gender grounds is unacceptable and punishable.
Therefore, considering the above, in support of Articles 62, 63, 65/1 and 65/2 of the Rules of Procedure of the Assembly of Albania, and Articles 3, 5, 6 and 10 of the Code of Conduct of the Deputy, we request the immediate imposition of the disciplinary measure "Exclusion from participation in committees and plenary sessions for 60 days" against the deputy Taulant Balla.
The request was signed by 20 deputies of the DP Parliamentary Group, who were present at the session when the serious and unprecedented situation occurred.
