The appointment of the former head of the Democratic Party of Vlora, Genc Deromemaj, as head of the Cadastre, is being tried to be sold by some media outlets close to the majority as another "blow" to Sali Berisha, as part of efforts to isolate him politically.
But in truth, such acts do not weaken Berisha, on the contrary, they strengthen him, because they feed him with the element that gave him life: traitors and internal enemies.
Every time someone leaves his orbit, Berisha turns them into a political weapon. In the absence of an alternative, a program, or any electoral reality, he lives politically by producing a narrative of division, conspiracy, and the "grand bargain."
Every such appointment, like Deromemaj's, gives oxygen to Berisha's rhetoric, which attributes every election loss to "buying off the opposition."
But further, this is not new either. The appointment of people connected to Berisha in Edi Rama's administration has happened and is happening continuously. Just as the construction permits and tenders given to Berisha's family members or close people during Rama's rule are not new.
The cadastres are today an open den of corruption, which continue to be the main mechanism for legalizing and ultimately cleaning up the gigantic plunder of public property, mainly on the coast and in high-value urban areas. If we go by the thread, at the top of the pyramid where the interests of these properties end are political figures of the past and present, of both camps, who are linked by a common interest: power through property and property through power.
A good part of Berisha's officials and family members, including his son, nephews and other people, have been rumored for years for their hidden wealth and properties in the most coveted areas of the south. Meanwhile, a DP MP, a colonel close to Berisha, originally from Vlora and elected in Fier, has a tourist super resort opposite the government villa where Edi Rama hosts friends and diplomats in the Uji i Ftohtë area.
This MP, according to sources, benefits from millions of tourist flows, but does not appear in any documents as the real owner. No one checks him, does not ask him, and does not declare, because he has orders from above to leave him alone.
The same logic works for tower permits, which end up in the names of builders connected to Berisha's family, for tenders that are won by companies connected to his structures, for media financing paid for by oligarchs who are with Rama by day and Berisha by night.
This secret pact between them is not new. It began in 2008, with the infamous agreement to change the Constitution and the electoral system, where construction permits in the Great Lake Park and the area near the RTSH became a bargaining chip for silence and shadowy co-government.
The agreement was also "blessed" with the relocation of the EU offices to one of the towers built above this bazaar, where they are still today; a symbol of the concretization of power beyond ideologies.
So, what is happening today is a strategic totem of Rama and Berisha: to maintain their respective powers with tacit consent and cooperation, guaranteed by building permits, properties, concessions, fiscal favors, and guaranteed positions in the administration.
An agreement not for today, but also for tomorrow, when Babloku and the Doctor themselves are no longer at the helm, but in their place come people prepared from a narrow "stance", supported by parties and guaranteed by family.
