Party interests cannot become an obstacle to the consolidation of the rule of law
President Bajram Begaj addressed the deputies with a strong message. After the opposition did not allow his speech in the Assembly, he held a speech in the Presidency and asked the deputies to create a situation where dialogue dominates. According to him, the Assembly should be a temple of peace and constructive discussions.
The President said that the Assembly should be a space for debate at the service of the voters and should not be an arena of war. Begaj said that the Assembly needs the opposition and its arguments. But according to him, we need a debate through arguments.
He asked for a constructive debate and an end to the division.
" The opening of the new session of the Assembly was a good opportunity for the members of the Assembly to mark the beginning of a turning point in the political life of our country. With the love for Albania, with the respect for the citizens who elected you, with the great responsibility that the duty of representation carries, you MPs can and should find a common language and create an atmosphere where dialogue, public interest and national interest prevail. The assembly should be the temple of unfolding the best values of our society where the position and the opposition cooperate for the good of the country ", said Begaj.
According to him, the Assembly is the place where the parliamentary dialogue takes place, where there is development of ideas and constructive discussions between the position and the opposition. Begaj said that the Assembly is a space for debates where different professionals, media, students, civil society and others have the opportunity to be involved and be heard.
" The Assembly needs the opposition, it needs its voice, its arguments as well as the confrontation in debates with ideas and arguments. Democracy, inspiration for the present and hope for the future seem to be cultivated in the Assembly! The political class has the duty to be in the front line of the protection of principles, party interests cannot become an obstacle to the consolidation of the rule of law! ", said Bajram Begaj.

I was prepared to address the Assembly today, in the plenary session hall, on the occasion of the start of the new parliamentary session. It is not the first time that the President addresses the Assembly with a message. For each session opening, find the President's message.
Today I chose to communicate directly with the deputies due to the circumstances that accompanied the closing of the last session.
The impossibility of holding a normal session makes me convey this message to the politicians and MPs of Albania through the media.

Me dashurinë për Shqipërinë, me respektin për qytetarët të cilët ju kanë zgjedhur, me përgjegjësinë madhore që mbart detyra e përfaqësimit, ju deputetë mund dhe duhet të gjeni gjuhën e përbashkët dhe të krijoni një atmosferë ku mbizotëron dialogu, interesi publik dhe interesi kombëtar.
Kuvendi duhet të jetë tempulli i shpalosjes së vlerave më të mira të shoqërisë tone, ku pozita dhe opozita bashkëpunojnë për të mirën e vendit.
Kuvendi është vendi ku zhvillohet dialogu parlamentar, ku ka shkëmbim të ideve dhe diskutime konstruktive mes pozitës dhe opozitës.
Kuvendi është hapësira e debateve ku profesionistë të ndryshëm, media, studentë, shoqëria civile, diaspora dhe përfaqësuesit e shtresave të ndryshme sociale e të pakicave kombëtare, të kenë mundësi të përfshihen e të dëgjohen.
Kuvendi ka nevojë për opozitën, ka nevojë për zërin e saj, argumentat e saj, si dhe përballjen në debate me ide dhe argumente.
Bashkëpunimi vullnetmirë midis forcave politike ka fuqinë të japë zgjidhje dhe të çliroje energji pozitive.
Në Kuvend duhet kultivuar demokracia, frymëzimi për të tashmen dhe shpresa për të ardhmen.
Demokracia është një proces që jetësohet nga përkushtimi për konsolidimin e saj. Pa diskutimin e vazhdueshëm midis ofertave politike dhe dakordësinë e palëve që ato ti shërbejnë të mirës së qytetarëve dhe prosperitetit të vendit, demokracia është e cënuar.
Nuk mund të ketë liri, përparim apo drejtësi sociale pa demokracinë në themel të ndërveprimit tonë.
Klasa politike ka detyrën që të jetë në vijën e parë të mbrojtjes së parimeve demokratike. Interesat partiake nuk mund të bëhen pengesë për konsolidimin e shtetit të së drejtës, zhvillimit socialo- ekonomik të vendit dhe, për situatën ku ndodhemi, për ecurinë e procesit integrues në BE.
Jam i bindur se deputetët dhe klasa politike mund të gjejnë forca që konfliktin politik ta zëvendësojnë me bashkëpunim konstruktiv. Përçarjen ta këmbejnë me frymën e shenjtë të parlamentarizmit demokratik dhe shtetit të së drejtës, pa shuar debatin, që institucionet e shtetit të forcohen.
Në demokraci përballja e ideve brenda kornizës së respektit për tjetrin dhe vetëpërmbajtja janë domosdoshmëri.
Prandaj debati lipset konstruktiv. Kuvendi është skena e ballafaqimit të ideve, jo arena e luftës ndaj kundërshtarit. Është dora e shtrirë ndaj kompromisit dhe dialogut.
Sesioni i kaluar i Kuvendit, fatkeqësisht, shpenzoi më shumë kohë për agjenda joparlamentare, se sa për çështje madhore për vendin. Koha e humbur në theksimin e ndasive nuk kthehet më.
Ky sesion i ri parlamentar është një mundësi e re për ju deputetë që të ri-orientoni dialogun për të mirën e përbashkët, interesin kombëtar dhe konsolidimin e pozitave të Shqipërisë në rajon, me BE-në dhe aleatin tonë stategjik SHBA.
Ndaj uroj t’i riktheheni bashkëpunimit parlamentar dhe të rigjeni qëllimin e humbur.
Të gjithë ne, shqipëtarët, i kemi sytë nga ju.
Përveç rolit të ligjbërësve, ju keni rolin e rëndësishëm të krijimit të modeleve në shoqëri.
I am aware that the political agenda of this parliamentary session is full of challenges. Security, justice, education, health, increasing well-being for all layers of the population, demography, the environment, social justice are challenges that require commitment, patriotism and clarity.
Time does not wait. Citizens' expectations should be the standard that guides you in every step of your work.
Albanian citizens expect to see a functioning parliament, and not physical clashes in the house of our democracy.
Albanian citizens expect their legislators to make laws in the interest of the country that improve their lives and give hope for a better future. The people will see politicians working together on cross-party issues such as electoral reform and diaspora voting. For the justice reform, there is still room for a contribution from the parliament.
I express all my support for the justice reform and invite all actors to find the strength and courage to carry out the mission to make Albania a state of law, fighting crime and corruption without compromise.
Albanian citizens expect an active parliament that holds the executive accountable through constant demand for transparency and accountability.
These are not special demands, they are what citizens expect in functional democracies, enabling institutions to be their rewarders.
I am convinced that the opportunities and capacities you have meet the need to master the destinies of a country that has proven in the last 30 years to possess an inexhaustible energy for transformation.
