Today, a meeting of the SP group is taking place at the Presidency of the Assembly, regarding the Socialists' decision regarding SPAK's request for the arrest of former Deputy Prime Minister Belinda Balluku.

The majority says that although SPAK has added new criminal facts against Belinda Balluku, the offense remains the same, that of violating equality in tenders, therefore the request for an increased security measure against her does not meet the procedural standard.

At the SP parliamentary group meeting, Ulsi Manja claimed that if any expansion of the investigation were to be considered a new circumstance requiring the arrest of Balluk, it would be contrary to proportionality.

"SPAK says that several new criminal facts have been added, which according to it, their addition automatically increases the sanction of the offense, but also the damage that the state has suffered from these procedures. In our assessment, if the fact is accepted that any expansion of the investigation can be considered a new circumstance requiring arrest, then any complex proceeding with many episodes would end in detention, which would be inconsistent with proportionality.

Even with the addition of new alleged episodes, the nature of the criminal offense does not change, it remains the same, a violation of equality in tender participation. There is no new criminal offense that has been added to MP Balluku by SPAK. Therefore, the claim for aggravating security needs does not result in meeting the procedural standard required for the replacement of the security measure,” he said.
