The final version of the law on criminal amnesty is clarified. Although the majority tried all day today to justify that there will be no amnesty for corrupt officials, in fact they will benefit.
" Pamphlet " has secured the final version that will be voted on tomorrow, as well as the amendment of the democratic deputy Bledion Nallbati, an amendment that was used by the SP to amnesty the corrupt.
To be more precise. Bledion Nallbati has proposed changes in 3 points, requesting the removal of limitation for almost all acts of corruption ( removal of point K in Article 4 ).
But socialist Plarent Ndreca has come up with a new version, requesting the removal of point "2", in point "C", of article 5. In this point it was said: " Despite the provisions of point 1, of this article, they do not benefit from discounts of punishment: convicted persons, the criminal charges against which have been judged by the Court against Corruption and Organized Crime, according to the provisions of Article 75/a of the Criminal Procedure Code .
Socialists accepted this proposal and reflected it in the law. In the morning, the Minister of Justice stated that the files in SPAK's hands are not affected, but in fact it is about something else. The minister talks about article 6, while the "coup" is based on article 5. In the final version, the restriction is removed and with this draft all convicted officials benefit from a reduced sentence of 1 year for men and 1 year and a half for women.
" Despite the provisions of point 1 of this article, the following do not benefit from a reduction of the sentence: a) persons sentenced to imprisonment for the criminal offenses provided for in articles 79, 79/a, 79/b and 79/c of the Criminal Code; b) persons sentenced to life imprisonment ", it is stated in the final version. So point "c" has been removed.
Regarding Minister Manja's clarification, in Article 6 it is specified that officials who are subject to the GJKKO are excluded from the amnesty of criminal prosecution. So those who are under investigation do not benefit from the amnesty. But those who have been convicted get a reduced sentence. To be more precise, names like Safet Gjici, Lefter Koka, Alqi Blako, Lefter Alla , etc., will have a reduced sentence.
