
The debate over the maritime agreement brings back to the stage a veteran diplomat of the system who must now be held accountable as a politician...
The appointment of Feri Hoxha as Foreign Minister has brought back into the debate his role in some of the most controversial episodes of Albanian diplomacy, from the maritime agreement with Greece to the negotiations over the cemeteries of Greek soldiers and the incident with NATO information at the UN. The majority defends him as an experienced technocrat, while the opposition's criticism raises questions about the political responsibilities of the figures who have dominated Albanian diplomacy for more than three decades.
Tedi Blushi, Ilir Meta's closest confidant, during a speech in Parliament, spoke about Edi Rama's new Foreign Minister, Ferit Hoxha, mentioning that he is the man who prepared the 2009 maritime agreement with Greece.
Taulant Balla, the leader of the Socialist MPs, defended Hoxha, saying that he is a technocrat and the responsibility is political.
This stance of Taulant, or the majority, is like washing one's hands of 'Pontius Pilate', as the issue is not that simple.
Ferit Hoxha, Edi Rama's Foreign Minister, is actually an experienced diplomat, and he even represents in the full sense of the word the Albanian diplomacy of the 34 years of post-communism.
Because he has been a senior diplomat with the rank of ambassador in the most important countries in the world, from the UN, the European Union, France, etc., circulating mandates without applying the normal logic of the end of a term. Which means that even though he was once an ambassador to the UN, he has returned again, even though he was one in the EU, he has returned again, making an exception to the rules, like a spoiled diplomat, who, contrary to protocol and tradition, has been treated as special.
Ferit Hoxha, during the government of Sali Berisha, served as Secretary General of the Ministry of Foreign Affairs in the mandate of Besnik Mustafa, served again as a senior MFA official in two mandates, and then went to the UN.
During these duties, there are three 'tricks' that have left their mark on the "diplomatic talent".
Ferit Hoxha was the chief negotiator of the agreement on the cemeteries of Greek soldiers in Albania, and was also the chief negotiator of the infamous maritime agreement with Greece.
Meanwhile, while serving as ambassador to the UN, a major scandal occurred when an electronic device, namely a laptop, containing classified NATO information was stolen, which allegedly ended up in the hands of the Russian GRU service.
Perhaps all these "coincidences" may not be 'en block' penalizing responsibility for Edi Rama's chief diplomat. However, they are problematic and what is with him. Hoxha is not simply a technocrat, an "experienced diplomat", but an official of what is called the "deep State" of the 34-year-old Albanian, who has many questions and problems. Which, at least, he would have to clarify now that he has undertaken to enter the sphere of politics, as Foreign Minister.
It is likely that Ferit, like all the other 'ferites' and 'ferides' appointed by Edi Rama, will leave after a decision made by a 'boss's headache', and then will dissolve like 'salt in water'.
Like all of Edi Rama's ministers, who, with few exceptions, have not been characters, but simply names that came in, came out, and will come out as soon as they came in, cucumbers.
Of course, this phenomenon is not a problem for Edi Rama's "no face, no name, no number" ministers in these 12 years, but it is a serious political deficiency for the Socialist Party. Which, by granting absolute power to Edi Rama, has meant that power in Albania today does not belong to the Socialist Party, but to a "new party" or other groups, which guarantee the Prime Minister's 'deals' outside the political pact of the majority.
Every appointment Rama makes is for interests, balances, and bargains, but he leaves the responsibility to the Socialists, who in reality are not in government.
So today, there is a major crisis, which has opened a hole, and the ground beneath Edi Rama is empty, and it won't take long for him to sink with the entire government. But unfortunately also with the Socialist Party, which could suffer the fate of its counterpart parties that have disappeared due to abusive power and autocracy./ Pamphlet
