Edi Rama has managed to ensure that there is no debate, no decision-making in party forums, no consultation or even discussion, however formal, regarding the composition of the new Government.
"Babloku" decides everything himself, and even likes to surprise, when he suddenly announces who he chooses to have in the Government or who should leave office.
We have often seen this scheme repeated as many times as it takes to 'refresh' or present government compositions.
And now, in the name of his 4th term as Prime Minister, 'Bablok' formally needs to list several names that will make up the new government, to continue with the procedures of approval in the Assembly and decreeing.
It is said that Rama has the names ready on a yellow sheet, while he is simply thinking about how he will put them on the market, from where people will learn who will make up the 'Bablok' team.
The fourth uninterrupted governing mandate is a rare thing, not only in Albanian politics, but also in Europe. And as a rare moment, it seems that 'Bablok' is thinking about the scenario of how it will surprise; it does not matter whether the names have previous experience or not, come from politics or not, it is simply necessary to increase curiosity, to keep in suspense 1, 2 or 10 names, which from time to time circulate with the permission of 'Bablok' as candidates for ministers.
And this is one of the moments that pleases him, as the names are not circulated to test the SP group or the public opinion, simply to see how they create 'jealousy' and fun, but that no one can say out loud from among his own ranks.
And while adding to the curiosity, "Babloku" is concerned about the form of how it will present the new Government, how it will surprise those who will hear that they will sit in ministerial chairs, or how it will disappoint those who will leave their offices to their successors.
'Babloku' does not care about the quality of the cabinet, but about the form of how he will present the names in the show, which also constitutes the most important political moment, in a normal country, but not in Albania. He is thinking about how to surprise the members of the Assembly, the deputies and others, when he reveals his decision.
Last time, with a careful script, moments of surprise were captured, either those who were proposed as ministers, or others who were disappointed when they left their posts, or did not hear their names. This time it may be different, as 'Babloku' never repeats the same script.
It is difficult to remember the last time the Socialist Party Presidency met and debated names, when the Chairman had to maintain some balance, whether political between groups in the SP, or even regional. And it is also difficult to remember the moments when the Chairman of the SP had to sit down and negotiate with allies to decide how the 'power cake' would be divided, how many ministries would be left free for names proposed by the 'little ones' or how power would be divided according to the importance of the Ministries.
The last negotiations in this regard were in 2013, when Edi Rama won his first term as Prime Minister with the help of his allies at the time. And this was probably the last year when Rama, as leader of the Socialist Party, had to convene the Presidency or the National Assembly to obtain, even a formal approval, on the composition of the government.
Today, 12 years later, Babloku has no need for meetings, consultations, or even advice to maintain any balance. In fact, today it has the luxury of choosing 'technicians' not only from the ranks of Rilindja or civil society, but also from the opposition, regardless of its name or acronym.
Rama is clear that no one will oppose or oppose him, and in fact, almost unanimously, it is asserted that: the composition of the Government is the exclusive prerogative of the Prime Minister.
If we go back in time, the thing that distinguished the socialists from the democrats was precisely the debates. If in the PS there were clashes and debates, even fights, in the DP such a spirit was missing. At that time, Rama himself was also part of those debates and clashes, and he even had to maintain some balances, until the moment when he emptied the party in the name of "Rilindja" and the new generation, which again did not let him raise his head, and in one way or another he took him out, throwing other names into the 'battle', which he certainly changes with the drop of a pencil.
And it is no wonder that even with the new Government, Babloku continues its experiments, fielding unknown names, just as it did with the candidate lists in the May 11 elections. With the parliamentary group, where the vast majority are sitting in the Parliament hall for the first time, and perhaps many of them, without any previous work experience, 'Babloku' has totally devalued the role of Parliament, even though Albania is a Parliamentary Republic.
He knows better than anyone from his parliamentary group, even those few names who have been in Parliament for years, are capable of providing expertise on any law or decision that may be presented by the government, but they do not have the strength to change or undo any of them. Just as he is clear that he will face an opposition that will at most return to the old scenarios of tensions in the hall, or will count those who will cross the political fence, in the name of 'co-government' in the function of the "Albania 2030" project in the EU.
