After the 140 million euro contract for the "Smart City" project, it seems that the Arabs have expressed their gratitude to Edi Rama.
Rama was in Abu Dhabi today as part of Sustainable Development Week and participated in the "Zayed" awards ceremony, where the Albanian Prime Minister was decorated among many personalities.
" Deeply touched by the unimaginable surprise and extraordinary honor from the President of the United Arab Emirates, Sheikh Mohammed Bin Zayed al Nayan.
"The awarding of the highest medal of a friendly country, which bears the name of the founder of the United Arab Emirates, Sheikh Zayed, is the greatest respect and appreciation for an Albanian prime minister, which I humbly received, full of pride for Albania, and with deep gratitude for the great friend of Albanians, His Highness Sheikh Mohammed Bin Zayed, as well as for every Albanian who has entrusted me with the leadership and representation of our common homeland ," Rama writes.
Although Rama sells it as respect for Albanians, it actually seems like gratitude for the government's opening of the door to Arabs.
After the port of Durrës, the next affair is the “Smart City” project. Baptized with the name Smart City, this project includes 20 cities and will be implemented by the Arab company Presight and has a cost of 110 million euros. The agreement was signed in February in Tirana in the presence of the President of the United Arab Emirates, Sheikh Mohamed Bin Zayed Al Nahyan and Prime Minister Edi Rama.
In December, the Arab company Presight AI Ltd established a branch in Albania that will implement the controversial Smart City project. Presight Al Ltd Albania Branch was registered at the National Business Center three weeks ago with the sole objective of realizing the huge contract, which burdens Albanian citizens with a burden of 140 million dollars.
The company will install 2,239 ANPR cameras, which perform automatic license plate recognition, as well as 2,602 PTZ cameras for traffic monitoring and violation identification. In parallel, 3,816 body cameras will be installed for the police, which will be connected to a centralized system for surveillance and rapid response.
In March last year, the Albanian government sent to Parliament for approval the draft law for the ratification of a loan of 118 million dollars, which Albania will receive from the Abu Dhabi Fund. The debt has a repayment period of 15 years and an interest rate of 4 percent per year. But the money will fly back to Abu Dhabi because it will be used to pay the company Presight for the Smart City contract.
In the debt agreement, the government has also listed the cost components. A total of $31 million will be paid for software licenses to be used. Hardware and infrastructure will cost $62.4 million.
Eight million dollars will go towards professional services and the remaining $17.1 million is maintenance for four years. This is all excluding VAT. If value added tax is added, the total cost comes to $140 million.
Coincidentally, the agreement was signed by Rama and Bin Zayed, and the latter awarded him the decoration today. /Pamphlet
