Prime Minister Edi Rama tried to justify the fact that Albania has stalled in receiving the EBAR exam from EU member states. Yesterday, the EU called out Edi Rama and his Foreign Minister Ferit Hoxha's bluff, making it clear that the opening of the IBAR report has stalled.
Rama said today that it only takes one EU country to say "no" and it won't happen, blaming his government's failure on the countries that have opposed the opening of negotiations.
This process, said the Prime Minister, is like a two-story building, where the first floor is the European Commission and the second floor is the member states.
"The process of developing relations with the EU is not a process that does not only matter what you want, but also what they want. To have a very simple idea of how it works, it is like a two-story building. On the first floor is Brussels. 35 thousand people who work on all issues and some of them deal with countries that aspire to become part of the EU. They present the tasks to the countries. Based on how the country performs the tasks, they take the papers to the second floor and issue the report and say: this is the report for Albania, Albania has performed the tasks and should open negotiations.
Those on the second floor are now the 27 member states and it works differently there. It does not work there only with what you have done. It works there as long as all 27 are ready to say "yes" and it is enough for one to say "no", it does not get done. For everything, even for the decisions that the European Union takes for itself, one person comes out against it, it does not get done.
"We should not think that the open door of the European Union will remain open for life and will be waiting for us. The door is open and we must enter," said Rama.
