The Government approved at today's meeting the structure and level of salaries for civil servants and employees of the Directorate of Government Services.
What is striking is the fact that for the Director of this directorate, the salary supplement is 150 thousand lek per month, or 1.5 million old lek. The salary structure includes levels from 'specialist' to 'head of institution'.
Monthly allowances range from 5 thousand lek to 150 thousand lek per month, depending on the position.

In support of Article 100 of the Constitution and point 2, Article 10, of Law No. 35/2023, “On the powers to determine salaries, other financial treatments and benefits of employees in public administration institutions, as well as the minimum basic salary at the national level”, as amended, upon the proposal of the Minister of Finance, the Council of Ministers
decided
1. Approval of the monthly salary structure for civil servants and employees of the Directorate of Government Services.
2. For the positions of civil servants from "specialist" to "institution head", the class categories, the qualification level allowance that rewards the educational level required for the respective job position, as well as the seniority allowance, in the Directorate of Government Services, are according to the link no. 1, which is attached to this decision and is an integral part of it.
3. The constituent elements of the gross monthly salary (position salary, seniority allowance and qualification level allowance) for each class defined in link no. 1, attached to this decision, as well as the values for each element are the same as those approved in the decision of the Council of Ministers on the salaries of civil servants in state administration institutions.
4. Employees shall benefit from additional working conditions, as follows:
a) The head of the institution in the amount of 150,000 lek/month;
b) Director of the Directorate of State Buildings Management, Director of the Directorate of Travel and Accommodation and Director of the Directorate of Events and Treatment of Personalities, at the rate of 40,000 lek/month;
c) Head of the travel sector, head of the accommodation sector, head of the space design and planning sector, head of the administration and maintenance sector, head of the interior furnishing and infrastructure sector, head of the government buildings sector, head of the design and organization sector, head of the implementation sector and head of the celebrity treatment sector, at the rate of 35,000 lek/month;
ç) Head of the General Services Sector at the Prime Minister's Office at the rate of 50,000 lek/month;
d) Travel specialist, accommodation specialist, engineering specialist, interior design architect specialist, restoration specialist, logistics/field specialist, organization specialist, service specialist in the treatment of personalities sector and design architect specialist, at the rate of 30,000 lek/month;
dh) archive and protocol specialist at the rate of 5,000 lek/month;
e) specialist in the government buildings sector at the rate of 25,000 lek/month.
The salary grades, seniority allowances, and allowances for working conditions of support employees in the Directorate of Government Services are according to attachment no. 2, which is attached to this decision and is an integral part of it.
The value of the basic salary per grade and the method of calculating seniority for each grade specified in link no. 2, attached to this decision, are the same as those approved in the decision of the Council of Ministers on the salaries of support employees in public administration institutions.
Decision No. 365, dated 16.6.2023, of the Council of Ministers, "On the approval of the structure and salary levels of civil servants and employees of the Directorate of Government Services", as amended, is repealed.
The financial effects resulting from the implementation of this decision are covered by the approved budget for 2026 for the Directorate of Government Services.
This decision enters into force immediately and is published in the "Official Gazette".
