The first theft occurred in the tender for the reconstruction of the Shudenica slaughterhouse + Construction of the livestock market. The tender worth ALL 12,678,100 was won by the company "Trailer shpk" with administrator Anila Byberi. It turns out that this company belongs to the mayor's uncle Rexë Byberi's son. KLSH itself has found that there was pressure on the members of the bid evaluation commission.
With the notarial contract no . 2024/904, dated 31.05.2022, the agreement (for a temporary merger) was made between T Shpk Company and "O" Shpk company, dividing the volume of work, where 30% of the preventive works will be performed by T Shpk and 70% from the company "O" ShPK, also dividing the volumes according to the items of the relevant budget that will be realized by each operator. The audit shows that the Summary Report was drawn up by KVO with letter no. 913/1 prot, dated 27.06.2022, which was approved by the Contracting Authority Holder (Authorized) Mr. CA and it has been put into the system. It turns out that this report was not signed by the third member of the KVO, Mrs. FD, refusing with the claim that the qualification criteria are not met. With letter no. 2605 prot, date 06/09/2022, "Clarification of the procurement procedure", the three members of the KVO have notified the Mayor Mr. RB and the Deputy Mayor of the Municipality Mrs. ZI, regarding the finding of the lack of documentation presented by BO shpk & T Shpk, the only offer that participated in this procedure , KLSH emphasizes.
According to sources, before this procedure was carried out, a private business operator had requested a construction permit for the construction of a slaughterhouse with his private investment, but this was not allowed by the mayor of Tropoja because he wanted to do it with his own people.

Sipas KLSH, në hartimin e dokumenteve të tenderit dhe ngritjen e grupeve të punës rezulton i njëjti anëtar në dy komisione.
“Me Urdhrin nr. nr. 158, datë 06.07.2021 të Titullarit të Autoritetit Kontraktor (i Autorizuar), është ngritur grupi i hartimit të dokumenteve të tenderit, hartimi i fondit limit dhe specifikimet teknike, ku pjesë e grupit të punës rezulton P.R, i cili është edhe anëtar i Komisionit të Vlerësimit të Ofertave, sipas Urdhrit nr. 162, datë 09.07.2021, pjesëmarrja e një personi njëkohësisht në 2 komisione bie në kundërshtim me VKM nr. 285, datë 19.05.2021, “Për miratimin e rregullave të prokurimit publik”, neni 75, pika 2 ku citohet: “Personat përgjegjës për hartimin e dokumenteve të tenderit nuk mund të emërohen anëtarë të komisionit të vlerësimit të ofertave” dhe ngarkon me përgjegjësi Titullarin e Autoritetit Kontraktor dhe vetë punonjësin, i cili ka deklaruar në të dy rastet”, shprehet KLSH.
Sipas raportit, nga verifikimi i specifikimeve teknike, rezulton se ato janë të cunguara dhe nuk qartësohet procedura për përcaktimin e fondit limit. Hartimi i specifikimeve teknike, nga komisioni i ngritur me Urdhërin nr. 158, datë 06.07.2021, nuk është i argumentuar dhe nuk është i detajuar në funksion të proceseve specifike të punës (e pa argumentuar kërkesa për shpejtësinë maksimale 180 km/h për kamion për grumbullim dhe transport plehrash), duke mos vendosur asnjë specifikim lidhur me kërkesat që duhet të plotësojnë kutia e plehrave, pajisja e sistemit të frenimit emergjent, apo pajisjet e kompresimit të plehrave, etj. Gjithashtu mungojnë skicat për përcaktimin e përmasave të kamionit.

Consequently, it should be disqualified from the tender, and the implementation contract no. 3405 prot, date 28.09.2021.
"As above, the qualification of this EO is unfair, contrary to the legal provisions of law no. 162, dated 23.12.2020 "On public procurement" and VKM no. 285, dated 09.05.2021 "On the approval of public procurement rules".
