Democratic Party MP Oriola Pampuri has considered the government's new law "On Games of Chance" to be a corrupt and clientelistic initiative.

Pampuri said that the law was passed in a hurry without discussions and debates and with the help of the Reestablishment group. She said that the latter are serving Rama the best.

The new law "On Games of Chance" is another corrupt and clientelistic initiative of this government.

For nearly 5 years, the government's approach had a radical change towards "sports betting", from denigrating it as the greatest evil as "the end of stupidity" at the end of 2018, and now, it is bringing it back, but predicting media promotion and the loyalty of customers.

The law was passed in a hurry, without discussions or debates, without enabling the deputies, regardless of their political affiliation, to give arguments against this law, as always for several months now, with the help of the re-establishment group, which are serving Rame the best , and some of them to cover their own dirt, throw mud on the group of deputies of the Democratic Party who seek the floor in parliament to denounce this and many other affairs. With the slogan to remove our mud and throw it away, to create smoke, and the idea that they will be cleaned, some individuals have been working for years, but apparently the dirt does not come out when you are 'dyed' and the color is yours, no matter how hard you try to purify yourself by defiling others with slander.

The real servants of Ram are those who hide behind the construction of towers, resorts, villa complexes, hydrocarbon companies, TECs and HECs, etc., not those who live with dignity and never violate it. However, the tainted will never be able to understand you, since he cannot perceive beyond his dirty world.

And under these conditions, I want to dwell on 5 issues that I think this draft law, already approved with the arbitrariness of the cards, but above all with the non-fulfillment of the obligation of the President of the Assembly to create a suitable debate environment as is the Parliament.

1. First, this new law will not limit the use of gambling by young people.

Although it is foreseen that every individual user must be over 21 years old, in fact already with an infrastructure that until now has operated under illegal, abusive conditions, despite being online in almost every neighborhood of the cities of Albania, easily accessible for every age , again these points will continue to become a source of people under 21 to play.

The lack of provisions in the law to prevent this existing phenomenon, which will continue to feed informality and become a danger for children, can create a spiral of addiction with irreparable damage to society.

Thus, the law should provide for the tracking of the source of the transaction income for each ticket that is played by online sports betting. In this way, a physical point that offers online service illegally, will not be able to "play" a value more than the net profit of its owner.

2. Secondly, the law does not provide for the creation of a register of dependent or vulnerable persons who are beneficiaries of government social programs, such as disability pensions, PWD pensions, economic assistance or other social treatments.

This is one of the categories most at risk of creating a permanent addiction to gambling, which at the same time not only creates difficulties and economic impossibility in their families, but also due to the addiction they can create can have irreparable social effects, domestic violence and criminality.

3. Thirdly, the tax ceiling is inconsistent with most EU countries. We remind you that in Germany, depending on the states, a tax of 20 to 80% of income is applied, as well as an additional tax at the local level (municipalities) of up to 20%. While in the case of Albania, a tax of 15% of gross income will be applied for sports bets, removing the amount of 0.4% of turnover for the purposes and programs of the relevant Ministry of Sports.

4 Fourthly, as in every legislation of the EU countries, but not only, no type of fund collected from a special tax on social responsibility is foreseen.

It should be understood that this type of "entertainment" activity, despite the fact that it can be regulated by law, can also provide substantial income to the state budget, it is still among the "legal" activities which creates more irreparable addictions in the most vulnerable age groups. population and there is a degenerative trend of domestic violence or other socio-economic wounds of our society.

5. Fifth, media promotion, beyond market and enterprise freedoms, can have a negative and addictive impact on under-21s, who will be more predisposed to play, through the already established network of physical bets that operate still illegal today.
