In the thirteen years of Edi Rama's rule, justice has toppled one by one the pillars on which he built his power. Investigations into ministers, mayors and high-ranking officials are not ordinary corruption cases. They have revealed that the problem is not with individuals, but with the way the system itself functions.
In every major case, justice has struck at the schemes and mechanisms of abuse that Rama has built as part of a deliberate governance model. He tries to present every investigation as a personal deviation of an official, with the excuse that “they ate apples behind his back.” But justice has begun to punish the production of “apples,” not their consumers.
The Tahiri case clearly demonstrated this trend. The former minister was not convicted of drug trafficking or direct profiteering, but of the cannabization of the country in 2016, a process that was politically supported by Rama himself. At the time, he was supported by Koço Kokëdhima, the most influential MP in the south and a person close to the central structure of the Socialist Party.
The investigation into health tenders dismantled the PPP system, the model promoted by Rama as an economic salvation. They turned out to be channels for transferring money from the budget to private networks, with ghost companies and fake administrators. The same logic has been found in the affairs of incinerators, energy and natural concessions.
Justice is also investigating the connections between politics and criminal groups, which have served as an electoral and financial base for the government. US and EU partner services have documented these connections in detail and have close sources even within Rama's circle. Their data shows that the international siege against him has begun, with a clear goal: to prevent him from completing his mandate.
SPAK is not acting as a body of isolated prosecutors, but as part of a broader strategy aimed at dismantling the Rama system. The first phase is the collapse of his political legacy, through the exposure of every structure built on corruption.
