The plenary session has begun with tensions, as opposition MPs have caused chaos in the Assembly hall.
Democrats are seen sitting in the chairs of government ministers while the Garda is physically clashed after intervening to calm the situation and restore normalcy.
Some of the MPs sitting in ministerial chairs are Flamur Noka, Klevis Balliu, Albana Vokshi and Enno Bozdo.
The head of the DP parliamentary group, Gazment Bardhi, reacted in high tones, accusing the majority and making direct calls: "Send them to prison."
After the clash, Gazment Bardhi told the guards not to touch the deputies with their hands, accusing Suel Çela of not giving orders in the Assembly.
The action of the opposition MPs was considered an act of protest against the government, while representatives of the majority described the situation as an obstruction of the normal work of the Assembly.

The Albanian Parliament will hold its last plenary session for this parliamentary session today, December 18, 2025, at 10:00. This meeting is expected to be accompanied by political clashes and fierce discussions between the majority and the opposition. The focus of the session will be on several sensitive institutional and political issues that have sparked public debate in recent weeks.
One of the most discussed points is related to the institution of the Ombudsman. Endrit Shabani, who was selected for this position with the signatures of the Democratic Party, but was approved in the session only with the votes of the Socialist Party, is expected to take the official oath in the Assembly. The opposition has opposed this process, considering it contestable and has filed a lawsuit with the Constitutional Court, which is expected to be reflected in today's parliamentary debates.
Another issue that is expected to cause tension is that of Deputy Prime Minister Belinda Balluku. The Special Prosecution Office against Corruption and Organized Crime (SPAK) has sent a request to the Parliament for authorization to arrest her. Meanwhile, the Mandates Council, which has an advisory role in this process, is scheduled to meet on Friday to review the request.
However, the situation is complicated by the fact that members of the Mandates Council have not yet received SPAK's evidentiary materials, which are on a USB. The Speaker of the Assembly, Niko Peleshi, has not yet made this material available to them, arguing that the documentation contains data that is an investigative secret. This has prompted accusations of a lack of transparency and obstruction of the parliamentary process.
Other items on the agenda for today's session include a motion for debate on measures taken by the government to strengthen its "zero tolerance" policy towards organized crime. The opposition is expected to use this discussion to criticize the government's results in the fight against crime and corruption, while the majority is expected to defend its approach and actions.
