Debates are unfolding at the meeting of the Conference of Speakers, where the opposition has requested clarifications because the meeting of the Mandates and Immunities Council, where SPAK's request regarding the authorization for the arrest of Deputy Prime Minister and Minister of Infrastructure, Belinda Balluku, was postponed the day before.
The meeting announced to be held at noon on January 28 was postponed by the Speaker of the Assembly, Niko Peleshi, about two hours before the announced time.
At the Conference of Speakers, opposition MPs requested clarification from Peles regarding the reason for postponing the meeting of the Mandates Council.
"The postponement of the Council meeting is in accordance with the Rules of Procedure of the Assembly. In the Council of Mandates, decisions are not made simply by majority, but every proposal of the members is valid. Upon the proposal of the members of parliament Taulant Balla and Bledi Çomo who requested to wait for the decision of the Constitutional Court, I postponed the meeting," Peleshi is reported to have said in his explanation to opposition MPs.
Earlier, MP Jorida Tabaku accused the majority of putting a stain of shame on the Assembly.
"What is happening is a black mark on the Assembly. The political protection of a corrupt person is an issue that shames you too. The Immunities Council should convene immediately and pave the way for justice to lift his immunity," Tabaku is reported to have said at the meeting of the Conference of Speakers.
Meanwhile, Gazment Bardhi, head of the DP Parliamentary Group, has accused Speaker Peleshi of violating the Assembly's Rules of Procedure.
"You are in flagrant violation of the Rules of Procedure. You say that you will convene the Council after the decision of the Constitutional Court, while the Court has more than two months to express itself. This is arbitrary behavior and the arguments have zero basis, either in the Constitution or in the Rules of Procedure. Nowhere does it say that the Assembly should wait for another institution to express itself on an issue that has nothing to do with us. There is only one explanation: you have defended the corruption of Edi Rama and Belinda Balluku", said Bardhi.
Although there is no date for when the next meeting will be held, it will be after the Constitutional Court issues a decision regarding the appeal of Prime Minister Edi Rama, who addressed the court regarding the resolution of the dispute of competence created between the Prime Minister and the Council of Ministers on the one hand, and the Special Court of First Instance for Corruption and Organized Crime, on the other hand, regarding the suspension of the exercise of the duties of a member of the Council of Ministers.
This decision that is expected from the Constitutional Court is related to a decision of the GJKKO, which, based on the request of SPAK, decided to suspend from government duties Belinda Balluku, who was taken as a defendant by the Special Prosecution. The Constitutional Court initially decided to suspend the implementation of the GJKKO decision, to then transfer the case to trial on the merits, while SPAK turned to the Parliament to obtain authorization to impose another security measure against the Deputy Prime Minister.
The Constitutional Court failed to reach a decision at the last meeting, as some of the members requested more time to analyze the issue at hand.
