The investigation is not being conducted on the investment, the company or the investors, but on someone who sold the property. This was stated by Prime Minister Edi Rama during a meeting with residents of Zvërnec, where he explained the actions of SPAK, regarding one of the issues that has produced a series of protests in Tirana.
Rama said he supports the SPAK investigation regarding the ownership issue, while emphasizing that the sale or not of the land is not decided by the protesters. The Prime Minister stated that he is not a certifier of any type of property, while emphasizing that the freezing of the transaction does not affect investors.
" SPAK launched an investigation, an account was opened, which is still with the notary, so the money has not been transferred to the heirs of the land. I know that the property has been returned to the dembabadem. Until the investigation is completed, the money will remain in the notary's account, where the property sale was carried out ," said Rama.
The Prime Minister added that he is not a representative of the landowners, as everything is resolved through the Courts, for those who claim ownership.
" Every property returned means that there is a decision, that the property that he had before communism took it away has been returned to him," said the head of government.
Rama had a debate with residents of the Zvërnec area, who claim to be land owners in this area.
One of the residents told Rama that he felt insulted by the Prime Minister's statements that he has been talking about properties that have been returned for years. Rama explained that he was referring to the procedures followed based on the law, while emphasizing that he is not questioning that the properties have not been returned, but that problems are resolved in the courts.
"Who claims to be right, where does he find the right? In Court. I know what happened with the properties, we have seen cases where even the owner of the land at sea has come out to us," said Rama.
The Prime Minister stated that he has no idea what agreements the property owners have made with the investors.
" If you go back to the time when the interest of the US President's family in Sazan and Zvërnec first emerged, I said very clearly at that time that Sazan is a matter of the Albanian Government, while the part opposite Sazan is a private matter, of private owners. Private owners agree privately. So whether Albania is sold or not when it comes to private property, this is decided by the owners, not the governments or the protesters. As long as that land is bought by investors, it is now the investor's land ," Rama said.

The law works so that inherited properties are returned. Whether the return is fair or not is not decided by me or the government. If in this process, you who say you are in court, will receive a letter from the court stating that you are the legitimate heirs, you will have access to that fund and you will receive the money. I am not a certifier of any property, I do not have the authority.
