Plenary sessions have begun with debates in the Albanian Parliament, where deputies from the Democratic and Socialist Parties clashed over the Territorial Reform Commission, following a proposal that Arbjan Mazniku presented to Parliament, through which he requests that the decision-making formula be changed.
According to the Socialists, the opposition has boycotted the Special Commission, while Mazniku's proposal provides a solution to the deadlock created regarding decision-making. The Territorial Commission is led by two co-chairs, Arbjan Mazniku and Luçiano Boçi, while decision-making is carried out by consensus between the position and the opposition. But with the amendment proposed by the Socialists, this clause is repealed, returning decision-making and the meetings of the commission to the "hands" of the SP, i.e. the majority.
Democratic Party MP, Luciano Boçi, declared in Parliament that the territorial reform has "dismembered Albania" and has led to a significant lack of services for citizens, calling it a complete failure.
According to Boçi, the country has been left "empty" and without a normal functioning local administration, while the same majority, according to him, is trying to bring back the same reform. "You tore Albania apart with the territorial reform and today there are no services. You have emptied the country and now you are the ones who want to do it again," said the Democrat MP.
He stressed that the Democratic Party will present its alternative for territorial reform and warned that the opposition will take this issue to the streets, through protests. "We will present our option. What you have done is shame upon shame. This Parliament is filled with shame," declared Boçi.
Meanwhile, he considered the majority's ultimatum to the opposition shameful.
" There was no agreement at the Conference of Mayors, it was discussed, an ultimatum was given for the meeting by the Territorial Reform Commission."
A committee meeting, when there is a chairperson, is called by agreement of the committee's leadership. Whereas a special committee is called by order of a co-chairperson. There is no agreement, no consultation, I am the co-chairperson.
This meeting is null and void and the other meetings were not called in consultation with the committee chairmanship, which consists of two co-chairs. Where are the rules of parliament, is there a bargain here? This is shameful.
" The most shameful is the ultimatum that was given at the Conference of Mayors. You took everything, take the permanent committees too, why don't you take them? The members of the special committee come here and sign the change in the composition of the committee. Are we your notaries ?", he emphasized.
