The officialization of Ermal Dredha's resignation in Vlora was a coded message for Erion Veliaj, but the legal confrontation for the mayor of Tirana could turn into a boomerang for Rama...

The officialization of the resignation of the mayor of Vlora, Ermal Dredha, did not come as a 'bolt of thunder'. And it was not by chance that it was signed a day before the announcement of Edi Rama's fourth government.

Ermal Dredha has been handing over the keys to Edi Rama for months, in protest against political distrust, as a refusal to face the wild lobbies of Vlora's mafia interests, who were pressuring him from above, but also for other reasons.

Dredha actually resigned a year ago, but it was Edi Rama who suspended it, to make it official at the "appropriate moment?"

And he chose the night of September 10th.

The reason is clear, he wanted to use it as a lubricant to swallow the strong political 'bone', Erion Veliaj.

Who, by refusing to resign, has challenged Edi Rama, pushing him into a unilateral legal action, which could likely be legally challenged in the Constitutional Court.

The scenario of holding elections in several municipalities, prompting the resignations of the mayors of Berat, Tepelena and Mati, who were elected deputies, seems not to have had the necessary effect in encouraging Erion Veliaj to leave.

The case of forcing Ermal Dredha to formalize his resignation was nothing more than a message to Veliaj, to whom he also announced the candidate to replace him.

Meanwhile, he has announced that he will dismiss the municipal council. An impossible legal act, as there is no way that the municipal council, a completely different legal body elected by votes, can remove a power independent of it, such as the mayor, also elected by votes.

The government has the only legal right to dismiss the mayor of Tirana, but it must motivate this after a process where it can show that we are dealing with a serious violation of the Constitution.

The mention of Edi Rama's dismissal from the Municipal Council is nothing more than a pure bluff. Any moment that the majority can make this decision is a big plus for Erion Veliaj.

Whose lawyers can use him in Strasbourg as a political alibi for the government to get rid of him. And a victory for Veliaj in Strasbourg overturns everything, and turns the game back on its head.

So in reality, what Rama did yesterday towards the imprisoned mayor of Tirana is nothing more than a game of nerves with Veliaj at a distance. To let him know that he will make every move to get rid of him, even accepting a "deal" at a distance, such as the removal of Ulsi Manja, with whom the mayor must be said to have "got into the blood".

The new Minister of Justice, Besfort Lamallari, is a close acquaintance of Erion Veliaj, as he is one of the main socialist advisors in the Tirana municipality. Having an early relationship with him, Edi Rama has attempted to give Erion Veliaj a double signal.

A signal, which SPAK has initiated, by taking the file to court exactly one day before Edi Rama officially appoints the successor to the imprisoned mayor.

Despite this strong pressure coordinated between Edi Rama and SPAK, Erion Veliaj cannot be dismissed again, unless he resigns. A legal battle in this case spoils Edi Rama's work, not Veliaj's, who has nothing to lose. Even though Rama has also vacated two mayoral seats; Vlora and Cërriku to increase the number of units for early elections, to at least soften the Tirana race. But the buildings in the capital are very tall and those over 12 floors are not the right of Veliaj, but Edi Rama./ Pamphlet
