
Edi Rama will seal the dismissal of Erion Veliaj as Mayor of Tirana today at noon. The decision is expected to be made at the meeting of the Council of Ministers, while it is not known whether Edi Rama will choose to sign the decision himself, or by delegating it to Deputy Prime Minister Belinda Balluku, as has happened before, in cases of Government meetings.
The decision to dismiss Veliaj is expected to be the first by the new Government of Edi Rama, in its 4th consecutive mandate, despite the fact that after the swearing-in to the Presidency, there was a meeting but no decisions were made.
The meeting comes a day after the Prefect of Tirana officially informed them about the proposal approved by the Municipal Council. According to the law, it is the government that makes the final decision in this process.
On Tuesday afternoon, municipal councilors from the SP and the DP joined forces to propose the dismissal of Veliaj from the position of Mayor. The decision came after the SP National Assembly on September 11 instructed socialist councilors to approve Veliaj's dismissal. It didn't take long before 50 municipal councilors from the SP and the DP joined forces to approve the decision, which is expected to be formally sealed by the Government.
Veliaj has objected to the procedure followed, hinting that he may appeal to the Constitutional Court. Article 115 of the Constitution provides that, if an appeal is filed within 15 days, the decision of the Council of Ministers is suspended. This act would block the holding of elections in Tirana.
But it seems that Rama is moving forward, while considering the decision to dismiss Veliaj as mandatory.
The Prime Minister has declared that Tirana cannot rise and fall like a "headless body" and citizens cannot coexist with a "decapitated municipality", adding that the opposition will enter the race for the capital city defeated.
Veliaj was arrested on February 10 by order of SPAK, while the file in his charge has been sent for trial to the GJKKO. SPAK has filed 13 charges against the Mayor, 9 of which are for corruption in the same number of cases.
