The Alban Congregation is a Sunni jihadist militant group operating in Syria's Idlib province. Drawing attention to its "terrible sniper team", this group has also been active in spreading propaganda through the Internet.
Closely linked to the terrorist organization Hay'at Tahrir Al-Sham (HTS), members of this unit have been involved in several operations together. The exact number of actual members of the group is not known. But it is believed that it does not exceed 30 members.
Despite claiming to have been created in 2012, the group's earliest online propaganda dates back to 2017. The group lacks any catchphrases or catchphrases, but it frequently shares religious quotes through various channels.
After the death of one of the group's members, Khalid Albani in February this year, the group shared a photo of him along with a Quranic quote. The group's fighters are relatively unassuming compared to contemporary modern fighting forces, and their propaganda messages are usually devoid of any symbols.
However, the group has an important unit called Albanian Tactical, another subgroup within the Alban Congregation. Albanian Tactical offers tactical training in line with other mercenary or contract organizations in the region such as Yurtugh Tactical and Muhojir Tactical.
This has allowed them to be labeled as a contract company, rather than simply a terrorist group. The Albanian congregation consists of ethnic Albanians from Kosovo, Albania, Macedonia and the Presheva Valley in Serbia. Under the leadership of Abu Qatada Al-Albani (Abdul Jashari), born in 1976 in Skopje, North Macedonia, this group appointed its military leader as appointed by the former leader of Jabhat al-Nusra, Abu Mohammad Al-Jolani in 2014.
Al-Albani's connection to Jabhat al-Nusra led to his inclusion on the US Treasury Department's blacklist in late 2016. Al-Albani also serves as a close military adviser to the leader of Hay' at Tahrir Al-Sham (HTS).
Due to its covert presence both within HTS and allied forces, many of the group's operations on the ground in Syria remain unknown and undocumented. However, some operations are known to have occurred. Such was the Battle for Idlib on March 24, 2015, when the "Army of Occupation" attacked the city of Idlib from 3 sides. Three days later, on March 27, they managed to penetrate the outer part of the city and completely surround the city.

Equipment such as night vision goggles, ballistic vests and tactical clothing, including jackets and pants, allow the group to market itself as a professional fighting force. Sniper squads reflect their independent nature through their tactics.
These formations usually operate in two-man teams consisting of an observer and a sniper. Consequently, they are deployed at the front to eliminate heavy weapons positions, as well as to target individuals of particular importance, such as officers or support teams.
This team engages regime fighters and positions from great distances, often operating autonomously from other components of the group. Albanian snipers have also shown their ability to engage in the front line.
Research by the Counter-Terrorism Center at the West Point Military Academy in the US estimates that the group of Albanian snipers consists of up to 30 members. However, the "SilahReport" research project talks about 60-90 individuals. They specialize in different areas of weaponry.
Xemati Alban and its subgroup, Albanian Tactical, are poised to further embrace their role as an armed contracting group. They will benefit from the experience to train other groups, similar to how Malhama Tactical has been operating in Syria since 2015. These jihadi contractor groups, similar to the famous private military company Blackwater, aim to create a their place in the Middle East market.
With Xemati Alban's experience and propaganda-style videos, they create the image of highly trained and deadly snipers and military operators. This image, reminiscent of special forces propaganda in both East and West, will attract significant business.
