He explains that about 92 deputies will come from the closed list, which Berisha and Rama assign. Based on the calculations with the 2021 results, Zaloshnja says that the SP will reach 46 closed mandates and then on the open list there will be a fight between the types. Even for the DP, he says that it will almost get the 46 fixed deputies.
" Each party will have a closed list of 1/3 of the mandates that the district has. Those names will not be on the voting list, but the party will assign them. If it gets more mandates than those closed ones, they will enter the race with the deputies on the open list. If the DP gets only 12 mandates in Tirana, only those who have been assigned by Berisha will go to the assembly. Those who run on the open list, maybe 30 thousand will not get in. Now they can't get it, they can get as many votes as they want. Only Berisha's 12 will get in. In the DP, if you go against the mayor, they will make you a security spy. They didn't like a survey and it came out that you were a security spy.
