Out of 35 tenders, 23 procedures are of the negotiated type without notice...
In a country where elections were supposed to be a functional mechanism of democracy, the Albania of 2025 faces a bitter paradox: an electoral process that has "eaten" over 2.3 billion lek from citizens' taxes, but still does not have a final official result.
According to official data from Open Data Albania , the Central Election Commission has conducted 35 procurement procedures during the period November 2024 – May 2025, with a total limit fund of 2,325,521,199 lek. But despite the staggering figures and all the promised technological apparatus, the May 11 election process continues to drag on in the recount phase.
It has been more than a month and we do not have a final result. Why should so much money be spent on electronic identification, on electronic equipment, on cameras, scanners, etc., and the result is contested. Today the recount of votes began and will last 1 month. So until August we still do not have election certification.
According to Open Data Albania , out of these 35 tenders, 23 were conducted through negotiation without prior notice, a procedure that rarely guarantees competition and transparency. In fact, these procedures represent 89% of total expenditures, which raises serious doubts about the way the election budget was managed.
More precisely, from these 35 procurement procedures for election logistics conducted during the period November - May:
-23 procedures are of the negotiation type without notice, which represent 89% of the total value of the limit fund.
-7 procedures are open tenders above the high monetary limit (international).
-5 procedures are simplified open tenders.
The Highest Value Tender: Procurement with the object: “Postal service for voters from abroad” has a limit fund of 1,008,333,333 lek and was conducted through a negotiated procedure without notice.
The selected and subsequently contracted economic operator is DHL INTERNATIONAL (ALBANIA). The total value of the contract excluding VAT is 912,679,991 lekë.
Ranking of Procedures by Fund Limit Value
-Electronic Registration Platform (PER) for voters from abroad and its support services: Fund limit: 208,333,333 Lekë, Successful economic operator: INFOSOFT SYSTEMS (the only participant).
-Service for setting up a system for recording the vote counting process in the QNV, QNVJ and broadcasting it in real time to the CEC: Fund limit: 149,983,980 lek Successful economic operator: R & T (the only participant).
-Software updates and improvements to the Electronic Voter Identification System (SEIV), including the service for the supply, installation and replacement of PEI equipment parts: Fund limit: 125,995,943 lek. Successful economic operator: SMARTMATIC INTERNATIONAL HOLDING BV (sole participant).
