The mayor of Pristina, Përparim Rama, is being investigated by the Special Prosecutor's Office of Kosovo, under the suspicion that he favored the tender "Establishment of the Architect's Service of the Capital City", from which the consortium "Anarch" and "Ardi Ç", owned by Rama's friend, Astri Nixha.
The spokeswoman of this institution, Liridona Kozmaqi, confirmed the news, but stated that at this stage they cannot provide other information.
"Regarding the case you asked about, I inform you that it is under treatment at the Special Prosecutor's Office. Due to the sensitivity of the case, we cannot provide any other information at this stage", it says in her answer.
Special's investigations began on June 4 following reports of violations and irregularities that accompanied the entire procurement process, from which Rama's friend's company emerged as the winner.
Nixha managed to be awarded the 12 million tender with dozens of falsifications in the documents with which she applied, and how the Municipality of Pristina, led by Rama, rigged the tender to win Nixha.
Despite the publication of the facts, the Procurement Review Body (Procurement Review Body), also known as the Tender Court, has not yet reacted.
PRB did not take action even when it received complaints from other bidders in this tender. It was the consortium of operators "Geokonsult&CO", who claimed that the Nixha company "Anarch" and "Ardi Ç", which won with the same name as that of the tender "Service of the Architect of the Capital", was inexplicable from the beginning after had not submitted the financial proposal according to the form defined by the contracting authority.
They accused the winning company of changing the format by deleting the % scoring column.
Even, according to them, the financial proposal of the winner of the tender submitted an irresponsible and irregular offer, for which they said that the economic operator "Service of the Architect of the Capital" violated the laws and regulations established and detailed by KRPP, which which the bid evaluation commission should have demanded immediate disqualification.
This operator had another complaint against the winner, implying that the winner was more expensive than them.
