The companies contracted by the Ministry of Foreign Affairs and Diaspora (MPJD) of Kosovo for lobbying in the US - Afërdita Rakipi Communications and Ambal - have not had any lobbying agreements previously registered on the Foreign Agents Registration Act website ( FARA) of the US Department of Justice.
In their statements, the owners of the two companies, Afërdita Rakipi and Avni Mustafaj, say that they are engaged on a part-time basis in their duty to "advance bilateral relations between the USA and the Government of Kosovo".
Based on the contracts signed on June 26 and valid for one year, Rakipi and Mustafaj will be paid 147 thousand euros by the Ministry of Foreign Affairs for their activities.
Even larger sums have been allocated in the past to US lobbying firms, which have usually been foreign and experienced in lobbying.
Radio Evropa e Lirë has contacted Rakip and Mustafaj regarding their contracts, but until the publication of this article it has not received a response from them.
Even the MPJD has not responded to Radio Free Europe's questions regarding these contracts - why they were made right now and how the contractors were chosen.
However, there is some information about Rakip and Mustafaj on digital platforms.
A search of their names on social networks and other websites shows that both have been active in the issues of the Albanian-American community in the USA and for Kosovo, before and during the 1999 war.
Rakipi, born in Michigan, USA, has known the Foreign Minister of Kosovo, Donika Gërvalla, even before contracting for lobbying. Nine years ago, Gërvalla tagged her in a reading challenge through a post on her Facebook account.
On her Twitter account, Rakipi has not made any original posts since the American president, Joe Biden, took office at the beginning of 2021. But, since then, Rakipi has shared several posts of the Prime Minister of Kosovo, Albin Kurti.
She has also distributed posts criticizing the position of the USA regarding the recent tensions in the north of Kosovo.
"The United States is railing against the usurpation of their offices by democratically elected presidents. Maybe it could have happened differently, but since when do we punish a country for its democracy? Something is seriously wrong with American politics," says a post re-shared by Rakipi.
The lobbying agreement was signed about a month after the rise of tensions in the north of Kosovo. In that area - inhabited by a majority of Serbs - local Serb residents have been protesting since the end of May against the Albanian mayors of the municipalities.
Their entry into the municipal facilities in the north was assisted by the Kosovo Police and this action was criticized by representatives of the USA, but also of the European Union.

“Amerikës, në të vërtetë botës, i mungon mençuria dhe guximi i Madeline Albrightit për ta bërë atë që është e drejtë. Më duhet të besoj se ajo do të ishte tmerrësisht e zhgënjyer që SHBA-ja nuk po qëndron fort prapa Kosovës në vend që ta qetësojë [presidentin e Serbisë, Aleksandar] Vuçiq - një diktator. Populli i Kosovës meriton më mirë”, shkroi ai në Twitter.
Mustafaj, i lindur në Nju Jork të SHBA-së, ka qenë person kyç në Këshillin Kombëtar Shqiptaro-Amerikan (NAAC), si dhe anëtar i organizatës Germin në Kosovë, që merret kryesisht me çështje të diasporës.
Sipas përshkrimit të dhënë nga Germin, Mustafaj ka udhëhequr delegacionet amerikane në negociatat për çështjen e Kosovës në Rambuje të Francës, më 1999. Aty ka marrë pjesë edhe Rakipi, e cila gjithashtu ka qenë pjesë e NAAC-it.
Në mars të vitit 1999, të dy ata kanë marrë pjesë në një takim me presidentin e atëhershëm të SHBA-së, Bill Clinton, në Shtëpinë e Bardhë.
Në vitin 2012, Mustafaj, si drejtor ekzekutiv i NAAC-it, është takuar edhe me kryeministrin e atëhershëm të Kosovës, Hashim Thaçi.
Departamenti amerikan i Drejtësisë i bën publike marrëveshjet përmes të cilave persona apo kompani angazhohen nga shtete të huaja për lobim apo aktivitete të ndryshme politike brenda SHBA-së.
Në ueb-faqen e tij zbulohet se Kosova ka edhe një kontratë tjetër aktive, përveç dy kontratave të nënshkruara nga ministrja Gërvalla.
Ambasada e Kosovës në SHBA lidhi marrëveshje konsultimi me kreun e kompanisë Civica, Ilir Zherka, në vlerë prej 35 mijë dollarësh për një takim me “liderët e komunitetit shqiptaro-amerikan”.
“Civica do të ndihmojë në përcaktimin e objektivave dhe rezultateve të eventit; do t’i përgatitë materialet për punishtet; do ta lehtësojë eventin dhe më pas do të japë një raport”, thuhet në marrëveshjen e publikuar.
Që nga 19 nëntori i vitit 1992, entitete të caktuara nga Kosova - si parti politike e institucione qeveritare - kanë shpenzuar miliona euro.
Historiku i kontratave të lobimit tregon se, në shumicën e rasteve, të kontraktuara kanë qenë kompani të njohura lobimi amerikane, si për shembull Ballard Partners dhe Podesta Group.
Ka pasur edhe rast si lobimi për Qeverinë e Kosovës nga Bardhyl Tirana, gjatë viteve 1993-1999, kur ai është paguar me 1 dollar në vit.
From Serbia, only one lobbying contract from the Serbian Chamber of Commerce and Industry is currently active. This entity has contracted the company Yorktown Solutions for "strategic advisory services" for issues related to the economic relations between the USA and Serbia.
This contract, which expires on November 8 of this year, has cost the Serbian Chamber of Commerce and Industry 840 thousand dollars.
And, while there is no active contract from Montenegro and North Macedonia, there are three active from Bosnia and Herzegovina - all three related to the Serbian entity, Republika Srpska.
From Albania, there is only one active contract: Prime Policy Group provides free services for former Prime Minister Sali Berisha, whom the US Department of State has declared a person non grata in 2021, due to allegations of corruption. /REL
