The reluctance of the United States of America and the European Union to hit Serbia after the recent tensions in the north is due to the attempt to finally separate it from Russian and Chinese influence, American analysts have said. According to the experts on the Balkans, Daniel Serwer and David Philips, the West's carrots for Serbia are not working, as they consider the pressure that is being put on Kosovo only for the situation in the north to be unfair.
The West's intention to detach Serbia from the Russian and Chinese influence has caused the USA to increase the pressure on Kosovo, experts of the developments have said. Commenting on the recent tensions in the north, for which the USA and the EU blamed the Government of Kosovo, American experts on the Balkans say that the deterioration of Kosovo-USA relations has gone so far that it will take a long time for their recovery .
Former diplomat Daniel Serwer says that the Americans and Europeans have decided that it is more important to offer Serbia carrots to turn to the West than to help Kosovo.
" The West wants a Serbia separated from Moscow and Beijing. But this is not working, because carrots alone cannot achieve this. Belgrade must also be pressured. I think that the pressure on Prime Minister Kurti comes from two sources - the first is the current inflexibility, and the second, the long-standing hostility towards him in Washington , Serwer said.
In addition to the connection with the situation in Ukraine, according to Serwer, there are also other developments for which the USA and the EU are flattering Serbia.
" One motive seems to be the fact that Serbia is sending weapons to Ukraine and this probably made the US and the EU hesitate to hit Vucic. But I don't believe this is the main motive. I think that the main motive especially of the Americans is the promise that they can turn Serbia towards the West through carrots. But this is not working and therefore they should blame Kosovo as much as possible ", he added.
For Serweri, the issue of the mayors in the north is not the main problem. According to him, the war is being fought for the control of that part.
" I see them as small issues mixed up within a much bigger problem, which is control over the north. Of course, Kurti is right when he says that the Police should be able to go to the entire territory of the country, there is no doubt about that, and that the mayors should be able to go to their offices. Americans want them to go to other offices, although I don't know if they would be safer in other offices. They can be attacked wherever they go, because Belgrade wants it. So this is the issue when it comes to relations between Pristina and Belgrade. It has nothing to do with the work of the mayors in their offices in the north ", emphasized Serwer.
Ndërkaq drejtori i programit për paqe dhe të drejta të njeriut në Universitetin e Kolumbias, David Phillips, thotë se Qeveria e Kosovës përmbushi vetëm një detyrim ligjor, teksa presionin mbi kryeministrin Kurti e cilëson jo të drejtë.
“Është e saktë që shkopi po përdoret kundër Kosovës. Kosovës duhet t’i jepen stimuj për ta përshtatur kursin e saj me shpërblime të përshtatshme për qeverinë e Prishtinës për bashkëpunimin me SHBA-në. Kryetarët e komunave u zgjodhën siç duhet dhe duhet të ulen në zyrat e tyre të ligjshme. Çdo gjë më pak minon sundimin e ligjit dhe qeverisjen e mirë në Kosovë. Strukturat paralele duhet të shpërbëhen në mënyrë që Qeveria e Kosovës të funksionojë në mënyrë efektive. Në vend që të ushtrojë presion vetëm ndaj Kurtit, Uashingtoni duhet të bëjë presion ndaj Beogradit që të luajë sipas rregullave”, ka thënë ai.
Gjatë vizitës në Prishtinë emisari i SHBA-së për Ballkanin Perëndimor, Gabriel Escobar, ka thënë se moskoordinimi me ShBA-në për vendosjen e kryetarëve të rinj të komunave në veri do të ketë pasoja për Prishtinën. E, pasoja e parë ishte përjashtimi për këtë vit i FSK-së nga aktiviteti ushtarak “Defender Europe 2023”.
Megjithëkëtë Escobar theksoi se Washingtoni qëndron me popullin e Kosovës, por nuk mbështet një individ “që nuk ka instinkt bashkëpunimi”.
Eksperti për Ballkanin, Daniel Serwer, vlerëson se Kosova duhet të jetë e shqetësuar për raportin e krisur me ShBA-në.
“Kështu që më duket se po vjen koha për një rifillim të marrëdhënies miqësore mes Prishtinës dhe Washingtonit dhe mes Prishtinës e Brukselit. Ajo që saktësisht duhet të ndodhë nuk mund ta them nga kjo distancë, por mendoj se Prishtina duhet të jetë e shqetësuar se gjërat po u dalin nga duart dhe ato duhet të rikuperohen”, ka thënë Serwer.
Duke iu referuar qëndrimeve të fundit të diplomatëve amerikanë, David Phillips vlerëson se do të duhej kohë për rikuperimin e marrëdhënieve Kosovë-ShBA.
“SHBA-ja nuk ka mik më të mirë se Kosova dhe Kosova nuk ka mik më të mirë se SHBA-në. Na duhet kohë për t’u qetësuar dhe për ta rikthyer marrëdhënien në rrugën e duhur”, ka deklaruar Phillips.
Serwer: Problemet në veri vijnë nga serbët që i dërgon Beogradi
Tri kërkesat e BE-së e ShBA-së për shtensionimin e situatës janë largimi i kryetarëve nga objektet komunale në veri, mbajtja e zgjedhjeve të reja për kryetar komunash, si dhe rinisja e angazhimeve për zbatimin e Marrëveshjes së Brukselit.
Sipas Serwerit, Qeveria e Kosovës duhet ta konsiderojë përmbushjen e këtyre kërkesave, në mënyrë që fokusin ta rikthejë tek çështjet kryesore.
“Ka kompromise që janë të mundshme, sikurse zgjedhjet e reja me pjesëmarrjen e serbëve dhe këtu lypen koncesione prej Vuçiqit. Ky është një hap i mundshëm në drejtimin e duhur. Hapi tjetër është tërheqja e policisë jo nga gjithë territori i veriut, por vetëm nga ndërtesat kryesore të komunave dhe të shikohet mundësia që aty të jetë KFOR-i”, ka potencuar Serwer. “Pra, janë disa kompromise që po të isha atje do t’i konsideroja. Mendoj se nuk është mirë të mbyllemi në çështje të vogla sikurse ishin për shembull targat e automjeteve. Por të ruhet përqendrimi tek çështjet e mëdha sikurse riintegrimi i veriut dhe për këtë Prishtina duhet të punojë fort me serbët që jetojnë në veri”, tha ai.
According to Serweri, most of the problems in the north are not caused by Kosovo Serbs living there, but by Serbs sent from Belgrade to the north to cause trouble.
" We must cooperate with Vucic to stop these people and stop asking them to cause trouble. The fact remains that it is he (Vuçiqi) who started the tensions, therefore Washington and Brussels must exert more pressure to undress Serbia ", said Serwer.
Since May 29, Serbs in three northern municipalities - Leposaviq, Zveçan and Zubin-Potok have been protesting to oppose the entry of Albanian mayors into municipal buildings. / Koha.net
