The High Representative of the EU for Foreign Policy and Security, Josep Borrell, said that in Thursday's meeting in Brussels between the Prime Minister of Kosovo, Albin Kurti and the President of Serbia, Aleksandar Vucic, he offered that the parties start in parallel the implementation of requirements.
Borrelli has stated that the Prime Minister of Kosovo, Albin Kurti, first requested de facto recognition from Serbia, while Vučiči requested the establishment of the Association.
"We have proposed to implement these in parallel, to ensure that it receives something and gives something. The EU and the wider international community, including US partners, see this as the only way to make enforcement work. Both must have guarantees that actions are rewarded, with measures from the other side. Today, I tried with Kurti and Vucic to find the way forward, based on our proposal. Unfortunately, after the long meeting, Kurti was not ready to go ahead, start a credible process for the establishment of the Association. He insisted on formalizing the de facto recognition as a first step ," said Borrelli.
As for the elections in the North, Borrelli said that the resignations of the leaders would be the fastest and best way to resolve the situation. He added that although Kosovo has taken steps towards expansion, it has not met all the conditions.
"The EU sees the resignation of the presidents who were elected by only 3 percent of the population, as the fastest and best way to enable new elections. The other procedure to seek removal by petition is too long and uncertain. Kosovo Serbs must also show constructiveness and engage unconditionally in the electoral process. They must participate in the elections. I welcome the assurance I received from President Vuçiqi in this regard. If there is no progress in the elections, the risk of new escalations will continue ," Borrell said.
Borrelli has said that steps must be taken immediately by both sides to prevent further escalations in the north. He added that he will notify the EU member states about the outcome of the meeting and decide on further steps.
