The announcement was made at a time when the European Union and the United States expect that Kosovo and Serbia will escalate the situation in the north of Kosovo in order to pave the way for holding early elections in the four majority Serbian municipalities.

The Government of Kosovo has agreed to hold new elections in the north of the country and has been put to work on drafting a document, through which it is expected to determine the rules on how to organize a petition that would enable the citizens of the municipalities to dismiss Albanian leaders who are not accepted by them. For the petition to succeed, according to government officials, it must express the will of 20 percent of a municipality's voters.

Prime Minister Albin Kurti said today that Kosovo is strictly implementing the agreement reached in Bratislava in July for the extension of the situation in the north of the country.

"Two months have passed since the last serious incident was recorded, and even longer since there were violent protests. Re-escalation must now be prevented. When there are no violent protests planned, organized by official Belgrade, there is no escalation in the north of Kosovo", he said.

The President of Serbia, Aleksandar Vucic, said that he will meet with the representatives of the Kosovo Serbs because of the great pressure they are facing and the continuation of provocations by Prime Minister Albin Kurti. He warned that Serbia will soon request a session of the United Nations Security Council, due to the recent events in Kosovo.

The American ambassador in Belgrade, Christopher Hill, said in an interview for the Voice of America that he expects new efforts in September to resolve the crisis in northern Kosovo.

"I believe that this matter is urgent and that there must be a progress in this matter. I think at least we know what the ingredients are for some kind of peaceful future. It is very clear that we need an Association of Serbian municipalities. It is clear that Kosovo needs better access to international structures. So I think we basically know what we're going to try to do. The problem is putting it all together. It's like a big mosaic. You throw it on the table, then you have to put it together.
